(五)着力发展壮大高精尖产业,努力打造新质生产力的重要发动机
5. Developing high-end, precision, and cutting-edge industries to create key drivers of new quality productive forces
推动科技创新和产业创新融合发展,加快数字化转型,建设更具国际竞争力的现代化产业体系。
We will promote integrated advancements in technological and industrial innovation and expedite digital transformation as we strive to build a modernized industrial system that is more internationally competitive.
提升优势产业发展能级。完善新一代信息技术、人工智能等产业支持政策,推动集成电路重点项目产能爬坡,实施新一轮医药健康行动计划、打造国际医药创新公园,在新能源整车及零部件等领域推进一批重大工程,聚焦绿色能源等重点产业谋划打造一批新的万亿级产业集群。推动重点产业链高质量发展,聚焦工业母机等领域,一链一策加快产业链延伸布局,发挥链主企业关键作用,促进产业集群梯次发展。支持受制裁企业应对外部打压。
Scale up the capacity of industries where we excel. We will improve supportive policies for next-generation information technology and artificial intelligence, among other industries, and ramp up the production capacity of key integrated circuits projects. We will launch a new phase of the action plan for collaborative innovation in the pharmaceutical and health sector and develop the Bio-Park. We will advance a number of major projects in new energy vehicles and their components, and foster new “trillion-yuan industrial clusters” centered on green energy and other key industries. We will advance high-quality development of key industrial chains. Focusing on areas such as industrial machine tools, we will lay out dedicated plans to accelerate the extension of each industrial chain, highlighting the critical role of “chain master” enterprises and facilitating the tiered development of industrial clusters. We will support companies under sanctions to counter external suppression.
积极布局建设未来产业。建立投入增长机制,重点培育人形机器人、商业航天、生物制造、新材料、未来能源等20个未来产业。加快6G实验室和6G创新产业集聚区等项目建设,打造低空技术创新和产业发展先导区,完善首批10个育新基地功能,支持一批种子项目落地转化,梯度培育科技创新型企业。强化应用场景牵引,加快商业星座组网等试点示范,创办世界人形机器人运动会。
Lay the groundwork for the industries of the future. We will establish a mechanism to ensure increased funding, prioritizing 20 future-oriented sectors, including humanoid robotics, commercial aerospace, bio-manufacturing, new materials and future energy solutions. We will accelerate the development of the 6G lab and the 6G innovation industry cluster, and create pioneering zones for low-altitude technology innovation and industrial development. The functions of the first ten designated incubation bases will be strengthened to support the commercialization of promising projects. We will provide tailored assistance to innovative technology companies at different stages of development. We will advance pilot projects such as the commercial satellite constellation network and inaugurate the World Humanoid Robot Games to drive industrial advances through increased application scenarios.
加快建设全球数字经济标杆城市。提速建设光网之都、万兆之城,推动全市5G移动网络深度覆盖,建成2个万卡智算集群。激发数据要素活力,加快创建数据要素市场化配置改革综合试验区,打造国家数据管理中心、国家数据资源中心和国家数据流通交易中心,深入开展国家数据基础设施和全国一体化算力网建设试点,完善北京国际大数据交易所功能,积极推进企业数据资产入表。实施“人工智能+”行动计划,鼓励医疗、教育、先进制造等重点领域开放人工智能应用场景,支持国产智能系统开发应用,推进双智城市建设逐步向平原新城和中心城区延伸。加快数字技术赋能,壮大数字服务产业,推进制造业数字化转型,提档升级传统产业。
Expedite our efforts to become a global leader in the digital economy. We will move faster to transform Beijing into a “city of 10-gigabit fiber optic internet services”, enhance 5G connectivity throughout the city, and establish two intelligent computing clusters, each with up to 10,000 GPUs. As we unlock the potential of data as a production factor, we will accelerate the development of a pilot zone for market-based data allocation, establish national centers for data management, data resources, and data trading, and advance pilot projects related to national data infrastructure and a unified computing system. We will upgrade the functions of the Beijing International Big Data Exchange, and promote the inclusion of companies’ data assets in financial statements. We will implement the “AI Plus” action plan, encourage the adoption of AI in more scenarios across key sectors such as healthcare, education and advanced manufacturing, and support the development and application of homegrown intelligent systems. Smart city infrastructure and intelligent connected vehicle systems will be gradually expanded to new towns in flatlands and the downtown region. We will accelerate digital empowerment, bolster the digital services sector, advance the digital transformation of the manufacturing sector, and upgrade traditional industries.
