(四)统筹教育科技人才一体发展,推动国际科技创新中心建设向更高水平迈进

4. Integrating the development of education, science and technology, and talent to build Beijing into a higher-standard international innovation center

立足服务国家高水平科技自立自强,一体推进教育发展、科技创新、人才培养,着力建设世界主要科学中心和创新高地。

To support national efforts to achieve greater self-reliance and strength in science and technology, we will take coordinated steps to develop education, promote sci-tech innovation, and nurture talent, striving to become a global science center and innovation powerhouse.

建设高质量教育体系。落实应对学龄人口达峰工作方案,更好满足各学段学龄人口入学需求。着力提升义务教育发展质量,增加中小学学位2万个,统筹推进“双减”和教育教学质量提升,强化学生、教师体质健康和心理健康建设,打造高素质专业化教师队伍。支持在京高校高质量发展,推进市属高校一校一策分类提升,吸引国外高水平理工农医类大学合作办学,促进良乡大学城、沙河高教园、重点大学园区的校产城融合发展。开展职业教育本科试点,加强职业院校建设。

Build a high-quality educational system. We will implement work plans in response to the peaking of school-age population, ensuring that the educational needs of all age groups are better met. We will boost the quality of compulsory education, and add 20,000 places in primary and middle schools. We will alleviate the dual burdens of excessive homework and off-campus tutoring while improving the quality of education and teaching, and enhance the physical fitness and mental health of students and teachers. We will see that teachers are professionally competent. Support will be provided to institutions of higher learning in Beijing to foster their high-quality development. We will advance tailored development plans for each Beijing-affiliated university based on their specific categories. We will attract top foreign universities in science, engineering, agriculture, and medicine to establish partner schools and programs in Beijing. We will facilitate the coordination of academia, industry, and urban development in Shahe and Liangxiang University Towns, as well as key university campus communities. We will pilot undergraduate programs for vocational education and upgrade vocational schools.

强化科技创新策源功能。加强原创性引领性科技攻关,构建以国家实验室为引领的央地协同创新体系,大力推进集成电路、生物医药等九大专项攻关行动,围绕新能源、合成生物等领域再布局一批新型研究创新平台。以创新需求为导向谋划新一轮中关村先行先试改革,实施促进科技成果转化五年行动,加强概念验证、中试熟化等平台建设。

Bolster our role in generating sci-tech innovation. We will strive for more breakthroughs in original and pioneering research, and build a collaborative innovation system that is led by national laboratories and links central and local efforts. We will make new headway in the targeted initiatives aimed at breakthroughs in nine key areas, including integrated circuits and biomedicine, and establish new research and innovation platforms focused on sectors such as new energy and synthetic biology. We will plan the next round of pilot reforms for the Zhongguancun National Innovation Demonstration Zone, with priority given to boosting innovation. A five-year action plan will be implemented to promote the commercialization of research findings, and more proof-of-concept, pilot-scale testing, and technology readiness platforms will be created.

推动中关村示范区空间优化提升,设立市级高新区,支持科技园区建立事业企业相结合的运营管理模式,加快建设世界领先科技园区。加强“三城一区”协同联动,强化中关村科学城创新前沿布局,推动怀柔科学城科技设施开放共享、形成集群效应,推进未来科学城效用发挥,创新型产业集群示范区承接三大科学城成果不少于300项。

We will optimize the spatial layout of the Zhongguancun National Innovation Demonstration Zone, establish municipal high-tech areas, and support science parks in adopting a hybrid management model that leverages the strengths of both public institutions and enterprises, in an effort to accelerate the building of world-leading science parks. We will strengthen coordination among the “three science cities and one demonstration area”. Zhongguancun Science City will enhance its role in cutting-edge innovation, while Huairou Science City will be encouraged to open its facilities to generate a cluster effect. Beijing Future Science Park will enhance its operational effectiveness, and the Demonstration Area for Innovation-based Industrial Clusters will commercialize at least 300 research outcomes from the three science cities.

筑牢首都人才竞争优势。完善海外引进人才支持保障机制,集聚战略科学家和关键核心技术攻关人才。实施青年科技领军人才培养支持专项,升级优秀国际博士后引进计划,推动各类政策和项目向青年倾斜。推动建设卓越工程师培养联合体,创新高级技师培育机制,加快打造产教融合基地,鼓励高校与产业园区、链主企业联合培养急需紧缺人才。健全人才落户机制,全方位做好住房、子女教育、医疗等服务保障,让海内外英才在京安心顺心。

Solidify the capital’s competitive edge in talent resources. We will strengthen support mechanisms for recruiting overseas talent, focusing on scientists in strategic sectors and leading researchers working on key and core technologies. We will implement a special program to cultivate and support young leaders in science and technology. We will upgrade the recruitment scheme for outstanding international postdoctoral researchers, and prioritize young individuals in policy support and project participation. We will work to establish a union for training excellent engineers, and innovate mechanisms for cultivating senior technicians. We will expedite the creation of enterprise-university collaboration centers, and encourage joint training programs between universities, industrial parks, and “chain master” enterprises to meet the demand for urgently needed professionals. We will refine the mechanisms to help talented individuals obtain permanent residency and provide them with comprehensive services, covering housing, children’s education, and medical care, among others. Our goal is to create a welcoming and supportive environment for both domestic and international talent in Beijing.
