即将一个行业准入涉及的多张许可证整合为一张“行业综合许可证”，持续推进审批服务便利化，推动跨部门的多个事项集成办理。

It refers to the reform that provides one single license for any business to enter a specific industry, instead of the multiple permits previously required. This is part of the city’s continuous efforts to streamline procedures with an inter-departmental approval process for multiple matters.
