“法治明白人”工程

The rule-of-law competence training program

是指在法治政府建设过程中，从三个层次培养熟练掌握法治政府建设知识和能力的行家里手，即各区和市级行政机关的依法行政主管领导、各区和市级行政机关的法治机构负责人、各区和市级行政机关法治机构中具体负责依法行政的工作人员，着力提升其依法行政能力。

This is a program designed to systematically enhance the legal knowledge and governance skills of public servants across three tiers, as our city endeavors to build law-based governments. 

Specifically, this program targets:

1. Senior leaders responsible for law-based governance in the district governments and municipal level administrative agencies;

2. Directors of the rule-of-law departments of each districts and relevant divisions under the municipal agencies; and

3. Staff members tasked with fulfilling the concrete law-based administrative duties.

This program aims to substantially improve their capabilities for executing law-based governance.
