It specifically targets research tasks with clear objectives and technologies that are urgently needed for practical application. Under this mechanism, projects or rewards are openly announced to the public, and research teams are selected through competitive bidding. There are no limitations on who can apply, which means anyone with the proper skillsets and capabilities may participate in the bidding, regardless of background. The goals, timeline and evaluation requirements of these projects will be clearly defined to ensure that winning bidders, while having to fulfill their responsibilities adequately, have sufficient discretion and autonomy in project implementation.
