On the morning of October 21, Li Xiuling, Chairman of the Standing Committee of the Beijing Municipal People’s Congress, met with Alexey Shaposhnikov, Chairman of the Moscow City Duma, Russia.

Li noted that under the strategic guidance of President Xi Jinping and President Vladimir Putin, China-Russia relations have maintained a sound and steady momentum at a high level. Guided by the principles of everlasting good-neighborliness and friendship, comprehensive strategic coordination, and mutually beneficial cooperation, the two sides have continued to deepen and expand practical cooperation in various fields. He stressed that cooperation between legislative bodies is an integral part of the China-Russia comprehensive strategic partnership of coordination for the new era. The Standing Committee of the Beijing Municipal People’s Congress stands ready to work with the Moscow City Duma to implement the important consensus reached by the two heads of state. Taking the 30th anniversary of the sister-city relationship between Beijing and Moscow as an opportunity, the two sides will further strengthen mutual learning and exchanges in local legislation and other areas, carry out practical cooperation in diverse forms, and enhance mutual understanding and trust. Through exchanges and cooperation between the legislative institutions, Beijing and Moscow will jointly promote the high-quality development of their sister-city relations and make greater contribution to advancing China-Russia strategic coordination and cooperation across various fields under the new circumstances.

Shaposhnikov expressed his deep admiration for Beijing’s long and splendid history and culture, rapidly developing modern technologies, and continuously improving ecological environment. He said that the Moscow City Duma stands ready to further strengthen exchanges and cooperation with the Standing Committee of the Beijing Municipal People’s Congress, with a view to deepening the sister-city relations between the two capitals and contributing to the sustained, high-level development of Russia-China relations.

Following the meeting, Li and Shaposhnikov jointly signed an agreement on cooperation and collaboration between the Standing Committee of the Beijing Municipal People’s Congress and the Moscow City Duma.
