On May 24, an event under the Sci-Tech Innovation Going Global Parlor of the Beijing Belt and Road Comprehensive Service Platform was held in the Zhongguancun Comprehensive Bonded Zone.

Under the guidance of the Beijing Municipal Commission of Development and Reform, the event was hosted by the Administrative Committee of Zhongguancun Science City and the CPPCC Haidian District Committee. More than 150 representatives from relevant municipal and district departments, international and professional service institutions, and sci-tech enterprises in key sectors attended the event.

Setting Sail: Offering “One-Stop” Services for Sci-Tech Enterprises Going Global

Belt and Road cooperation has now entered a new stage of high-quality development. New structural changes are emerging in the overseas expansion of Beijing-based enterprises, and sci-tech companies have a more urgent need for professional services such as policy guidance, compliance support, international certification, and overseas market expansion.

At the event, the Sci-Tech Innovation Going Global Parlor was launched. An official from the Beijing Municipal Commission of Development and Reform said that the launch represents a scenario-based extension of the Beijing Belt and Road Comprehensive Service Platform tailored to the overseas development needs of sci-tech enterprises. Anchored by Haidian District and the Zhongguancun Comprehensive Bonded Zone, the parlor will serve as an integrated service hub for sci-tech enterprises across the city.

To date, Beijing has supported the regular operation of four offline service hubs, each tailored to regional industrial strengths and enterprises’ overseas development needs. These hubs have helped extend the Beijing Belt and Road Comprehensive Service Platform from online information provision to offline practical guidance, resource matchmaking, and closed-loop services.

Credit Insurance Reception Hall: focuses on financing credit enhancement, risk prevention and control, and policy-based insurance support;

CBD Lounge: focuses on serving headquarters enterprises, high-end business service enterprises, and businesses engaged in international operations;

Digital Silk Road Hub: focuses on supporting the global expansion of emerging business sectors such as the digital economy, software, and information services;

Sci-Tech Innovation Going Global Parlor: focuses on serving the international development of sci-tech enterprises.

Charting the Course: Releasing a Guide for Sci-Tech Enterprises Going Global

Sci-tech enterprises inevitably encounter local-adaptation challenges as they expand footprint overseas: policies are hard to navigate, resources difficult to access, compliance requirements unclear, and new markets hard to crack.

To better support their overseas expansion, the Haidian District Guide for Sci-Tech Enterprises Going Global was released at the Sci-Tech Innovation Going Global Parlor.

The guide integrates support measures across five areas: policy, facilitation, orders, services, and talent. It also includes a digital map of overseas innovation stations and a directory of Haidian District’s global service partners. Covering high-frequency needs of enterprises going global, such as outbound investment record-filing, business travel facilitation, and exhibition matchmaking, the guide helps sci-tech enterprises access policies, services, information, funding, and partners.

“This booklet is definitely worth keeping,” said one enterprise representative with a smile. Many others took out their phones to take photos and scan the QR code. “We were just worrying about where to find this information, and now the policy links and contact information have been brought right to us,” one representative said.

Going forward, the guide will be updated in line with policy changes and enterprise needs. Key country-specific guidance, case studies, and a global partner database will be added and refined to provide sci-tech enterprises with clearer, easier, and more practical guidance for overseas expansion.

Safeguarding the Journey: Joining Forces to Address Challenges in Sci-Tech Enterprises Going Global

One of the advantages of the offline parlor is that, by leveraging the Beijing Belt and Road Comprehensive Service Platform, it pools the strengths of municipal departments, district-level resources, and professional institutions to provide on-site services for enterprises.

During the policy briefing and thematic sharing session:

The Beijing Municipal Commission of Development and Reform briefed attendees on Beijing’s policies and service measures for enterprises going global; the China Council for the Promotion of International Trade Beijing Sub-council (CCPIT Beijing) highlighted relevant resources available in Beijing to help enterprises expand into international markets; and the Administrative Committee of Zhongguancun Science City, the Haidian District Bureau of Commerce, and other authorities introduced the service system of the Sci-Tech Innovation Going Global Parlor, international cooperation for technology enterprises, and other related topics.

International and professional institutions, including London & Partners and SGS, shared insights on overseas market access, international certification, and practical issues related to the global expansion of medical and hard-tech enterprises, helping enterprises better understand international market rules and cooperation opportunities.

During the roundtable discussion and Q&A session:

CPPCC members, industry experts, representatives of professional institutions, and officials from relevant departments shared insights and responded to questions on the spot regarding the internationalization of the Zhongguancun brand, cross-border cooperation, and international talent services.

Enterprise representatives took an active part in the session, with the microphone passing around the room. “The parlor had collected our needs beforehand, but we didn’t expect such targeted on-site responses,” said one representative. “Today, we truly came with questions and are leaving with solutions,” said another.
