Beijing held the 2025 Beijing International Youth Innovation and Development Forum as a parallel session of the 2025 ZGC Forum Annual Conference on the afternoon of March 30.

The forum released the “Service Package for Foreign Experts in International Organizations and Overseas Talented Individuals Based in Beijing”. The package introduces 14 innovative measures across four key areas: better exit-entry services, international exchanges, recruitment of talented individuals, and local integration services. The package provides comprehensive services for international talent from “initial arrival” all the way to “long-term settlement in Beijing”.

Once implemented, the package will enable foreign experts invited to Beijing by international organizations to enjoy preferential policies concerning customs clearance and exit-entry services. It will also provide comprehensive career services, supporting Beijing-based experts and scholars in taking positions in international sci-tech organizations, recommending outstanding university students for internships at international organizations, and assisting international organizations in Beijing in applying for government-sponsored overseas study programs.

Additionally, measures in recruitment of talented individuals will facilitate the applications by overseas returnees employed by international organizations for Work-type Residence Permit and talent attraction programs. Foreign talent will also enjoy a range of local integration services, including cultural exchange programs, medical subsidies, health management, learning and training, employment and entrepreneurship support, and living conveniences.
