On July 10, the Foreign Affairs Office of the Beijing Municipal Government and the Ethnic, Religious and Overseas Chinese Affairs Office of the Standing Committee of the Beijing Municipal People's Congress (BMPC) jointly launched the legislative research for the Beijing Municipal Regulations on Improving International Language Environment. Some deputies to the BMPC and representatives of organizations in the field of foreign languages had discussions at the meeting. The task has been incorporated into the BMPC's legislative research plan for this year.
This legislation will feature problem-oriented approach and public participation in the endeavor to develop a better international language environment. Some deputies suggested the following:
First, to strengthen industry self-discipline, government supervision and quality control in the translation market to reduce and avoid the negative impact of poor translation products on the image of the city.
Second, to clearly define the main responsibilities of entities in the field of foreign language services such as audio-visual publishers, education and training institutions, film and television producers, translation service providers, tour guides, etc., advance the establishment and implementation of industry standards, and improve the quality of foreign language services.
Third, to encourage civil society organizations and citizens to participate, clarify the tasks of relevant government agencies in building platforms and professional guidance, and create an enabling environment.
Fourth, to promote the training and introduction of foreign language talents, step up public policy translation, and develop the foreign language competence of personnel in the service sector.
Going forward, relevant personnel will visit relevant central authorities, industry associations, key organizations and foreigners in Beijing to solicit their opinions and suggestions, and involve experts in foreign languages, law, government management, etc. in the feasibility study so as to improve the quality of legislation and raise the level of international services.
