On the afternoon of April 14, the China-Vietnam Forum on Higher Education, Science, Technology and Innovation Cooperation was held at Tsinghua University. To Lam, general secretary of the Communist Party of Vietnam Central Committee and president of Vietnam, gave a policy speech. Yin Li, Member of the Political Bureau of the CPC Central Committee and Secretary of the CPC Beijing Municipal Committee, delivered remarks. 

To Lam Gives Policy Speech

To Lam said that Vietnam and China are friendly neighbors “linked by mountains and rivers”. The Vietnam-China friendship has been nurtured by generations of leaders of the two countries. Both nations have remained committed to pursuing development paths suited to their respective national conditions and achieved numerous historic milestones. Vietnam always remembers and cherishes the support and assistance provided by the CPC, the Chinese Government and the Chinese people throughout Vietnam’s struggle for national liberation, national reunification, and in its national development. At present, Vietnam is forging ahead toward its “two centenary goals”, with scientific and technological development, reform and innovation, and digital transformation as its primary areas for breakthroughs and key drivers of national development. Guided by the consensus reached by leaders of the two countries and in response to the changing demands of the times, he expressed the hope for the two sides to further consolidate the political and social foundation of Vietnam-China relations. We need to deepen practical cooperation, accelerate connectivity projects including railways, expressways and border trade infrastructure, and make science and technology, reform and innovation, and digital transformation new highlights of the bilateral ties. It is vital to strengthen bonds of friendship between the youth of the two countries, encourage more students, scholars and entrepreneurs to pursue research, entrepreneurship and practical programs, and enhance exchanges and interactions. We are confident that driven by practical cooperation, boosted by scientific and technological innovation, and with young people serving as a bridge, Vietnam-China relations will maintain steady, sound and long-term development, delivering more tangible benefits to both Parties, both countries and both peoples, and making greater contributions to peace, stability, cooperation and development in the region and the world at large.

In his remarks, Yin Li extended a warm welcome to General Secretary and State President To Lam. He noted that China and Vietnam are linked by mountains and rivers, with a long history of friendly exchanges. In recent years, under the joint guidance of General Secretary Xi Jinping and General Secretary To Lam, bilateral cooperation in education, science and technology has grown closer, injecting enduring impetus and vitality into the development of relations between the two Parties and two countries. At present, global scientific and technological innovation is becoming more dynamic than ever, and a new round of technological revolution and industrial transformation is reshaping the global economic structure. China is fully implementing the 15th Five-Year Plan (2026-2030) and advancing efforts to build itself into a country strong in education, science and technology. Guided by the important consensus reached by the top leaders of the two Parties and two countries, we will work together to deepen educational cooperation, expand school partnerships and joint development, and promote exchanges among the younger generation. We will strengthen collaborative innovation in science and technology, conduct joint research on key technologies, and create and share more groundbreaking innovations. We will work together to cultivate and develop new quality productive forces and enhance industrial chain and supply chain cooperation to unleash momentum for high-quality development. As the capital of China, Beijing serves as the national political center, cultural center, center for international exchanges, and an international center for innovation. It enjoys abundant resources in education, science, technology and talent, and is brimming with innovation and creativity.
