Beijing China-Japan Innovation Cooperation Demonstration Zone Approved

The National Development and Reform Commission (NDRC) recently approved the establishment of Beijing China-Japan Innovation Cooperation Demonstration Zone, which marked a step forward towards a high-quality regional economic structure. This is the first and only China-Japan demonstration zone under the theme of innovation and cooperation in China.

The demonstration zone is at the core of the previously planned China-Japan Industrial Park. Straddling the Beijing-Taipei Expressway, it is located at the intersection of Xihongmen, Yinghai, Qingyundian and Huangcun towns. In face of the new situation of regional economic development and in accordance with the work arrangements by the NDRC, the CPC Beijing Municipal Committee and the Beijing Municipal Government, Daxing District and the Beijing Economic-Technological Development Area have decided to form a more effective mechanism to coordinate regional development. This decision was made under in-depth research, expert demonstration, field surveys and joint reviews.

According to Beijing Economic-Technological Development Area, the demonstration zone will be divided into "one area" and "five parks". The "one area" is the core area with a planned land of approximately 9.57km²; the "five parks" refer to the headquarters park of small and medium-sized enterprises (SMEs), park of high-end airport-related industries, park of bioscience and big health, park of robots and smart manufacturing, and park of new energy vehicles (NEVs).

"It is the first and only innovation-themed China-Japan demonstration zone in China," said an official in charge, who added that unlike China-Japan industrial parks in other areas of China, this demonstration zone is not limited to a single industry. Leveraging the capital's resource advantages, it aims to create an international innovation and entrepreneurship ecosystem with sci-tech innovation at the core, and foster future-oriented industries with the industry chain and innovation chain complementing and promoting each other.

It is learned that the demonstration zone will pioneer in such areas as international intellectual property right (IPR) protection, expand opening-up on a higher level, and constitute an important part of Beijing's efforts to build the "two zones", that is, the integrated national demonstration zone for opening up the services sector and the China (Beijing) pilot free trade zone, and the policy of promoting new forms and models of business in five areas, namely, new types of infrastructure, new application scenarios, new models and areas of consumption, new initiatives of opening-up, and better services to business through new policy packages. Intended to be a paradigm for international cooperation parks, the demonstration zone has received support from multiple state departments, which will work out relevant policies and improve the working mechanism to jointly advance its construction. It's worth noting that the newly approved China-Japan Innovation Demonstration Zone only covers the core area of the previously planned China-Japan Industrial Park. In an area of nearly 10km², a spatial layout of "one belt, two axes, three cores and multiple clusters" will be established.

It is also learned that instead of being a simple-function industrial park, the demonstration zone will feature a wide range of modern and international elements, including the industrial section, office and business service section, residential and auxiliary facilities, office clusters for related industries, shopping section, talent and high-end apartments, diversified residential communities, schools and villas. It will be developed into a world-class industrial "micro center", a hub of high-end industries, and a leading zone of city-industry integration that allows people to work near home.
