The comprehensive bonded zone of the Beijing Daxing International Airport (BDIA) was recently approved by the State Council as the first cross-provincial zone under special customs supervision in China, according to a press conference held on November 24.
The 4.35-square-km bonded area will be divided into a port section and a bonded section, covering 0.83 km2and 3.52 km2respectively, said an official in charge of the project. It will develop businesses including logistics, international trade, bonded processing, and bonded services. It will also speed up the construction of platforms such as the international medicine R&D incubator and boost new business forms like cross-border e-commerce and digital economy.
Currently, Phase I of the boned zone is under construction, with municipal roads and pipe network basically completed and steel structures being erected at customs check posts. Beijing and Hebei have formed a joint construction command to advance the construction of customs inspection facilities. After receiving acceptance, BDIA comprehensive boned zone will be entitled to existing tax and foreign exchange policies.
For next steps, BDIA comprehensive boned zone will explore to establish a highly efficient customs clearance and supervision mode featuring "one system, one tallying, one inspection and one pick-up and departure". This will be the first time that such a mode is implemented in the country, realizing seamless connection between the bonded section and the port section.
