Recently, the 2025 Plenary Meeting of the Foreign Affairs Committee of the CPC Mentougou District and the District Leading Group for Improving Beijing’s Role as the Center for International Exchanges was held. Yu Huafeng, Secretary of the CPC Mentougou District Committee, Director of the Foreign Affairs Committee of the CPC Mentougou District, and Head of the District Leading Group for Improving Beijing’s Role as the Center for International Exchanges, presided over the meeting and delivered a speech. Lv Chenfei, Deputy Secretary of the CPC Mentougou District Committee and District Mayor, attended the meeting.

The meeting conveyed and studied the guiding principles from the Foreign Affairs Committee of the CPC Beijing Municipal Committee (Hong Kong and Macao Affairs Leading Group of the CPC Beijing Municipal Committee) and the Municipal Leading Group for Improving Beijing’s Role as the Center for International Exchanges. It also reviewed the 2024 work summary and the 2025 work priorities of the Foreign Affairs Committee of the CPC Mentougou District and the District Leading Group.

During meeting, it was highlighted that 2025 marks the final year of the 14th Five-Year Plan and is critical for laying a solid foundation for the upcoming 15th Five-Year Plan period. Therefore, delivering good performance on foreign affairs work within the District holds particular significance and represents great responsibilities. Relevant departments of the District should make consistent efforts, apply Xi Jinping Thought on Diplomacy to be intellectually equipped, guide practice, and advance work. Moreover, it is important to remain steadfast and determination to fulfill the decisions and arrangements made by the CPC Central Committee and the CPC Beijing Municipal Committee on foreign affairs work. Shouldering responsibilities and taking proactive approaches, and anchored on its functional role, the District should carry out foreign affairs work conscientiously, and move faster to deliver on tasks for improving Beijing’s role as the center for international exchanges, so as to continue opening new chapters in its foreign affairs work.

The meeting also outlined important requirements. Relevant departments of the District should further strengthen their service capacity and contribute to Beijing’s role as the center for international exchanges from a higher strategic perspective. To better serve the important work of the Party and the country, relevant departments should adhere to international standards, bear in mind the big picture, and be guided by plans as they approach their work. They should develop flagship initiatives in foreign affairs, improve foreign-related services, and foster an open and inclusive international environment. It is important to develop a multi-tiered framework for international exchanges to facilitate high-standard opening up through high-quality foreign affairs work. Continued efforts should be made to deepen exchanges and cooperation with international sister cities and further integrate into major national strategies and plans. They should proactively explore new ideas, pathways and methods of people-to-people exchanges, improving their international communication capability, and tell good stories of the people through languages and expressions that better appeal to the international audience. Foreign affairs resources should be fully leveraged to advance high-quality green transition with high-standard opening up. Under the philosophy of “foreign affairs for the people”, efforts should also be made to stabilize foreign investment and trade, and establish platforms for cooperation. Outcomes of opening up the tourism sector should be further enhanced to boost the international reputation and influence of the District.

The meeting stressed the importance to uphold and strengthen the Party’s leadership on all fronts, thereby forging stronger synergy in advancing foreign affairs work. The Foreign Affairs Committee of the CPC Mentougou District should fully play its leadership role in overall planning and coordination, ensure accountability at every level. A comprehensive foreign affairs system should be established under which the leadership of the CPC Mentougou District Committee assumes tiered responsibilities, fulfills their respective duties and collaborate efficiently. The Foreign Affairs Office of the Mentougou District Committee should enhance capacity-building, reinforcing its role in coordinating and ensuring the implementation of foreign affairs work in the District. All member units should adopt a holistic approach, coordinate with each other, and proactively fulfill their responsibilities to secure the successful completion of all foreign affairs tasks and achieve tangible results.

The meeting emphasized that all departments and organizations in the district should focus on the rigorous education of the CPC’s eight-point decision on improving conduct, and guide Party members and officials to demonstrate a strong sense of responsibility and make concrete contribution to serve the public in improving Beijing’s role as the center for international exchanges, particularly in supporting foreign affairs activities. It is essential to ensure that the education efforts are carried out thoroughly and effectively.
