Fruitful Exchanges Between Beijing and Hanoi as Sister Cities

China and Vietnam are close socialist  neighbors connected by mountains and rivers, representing a community of  shared future with strategic significance. Beijing and Hanoi, the two capitals, play a leading and exemplary role in sub-national exchanges between the two countries.  Since the establishment of sister-city relations in October 1994, the  two cities have maintained close cooperation in areas such as economy  and trade, people-to-people exchanges, culture, and transportation. In  recent years, under the strategic guidance of head-of-state diplomacy  between China and Vietnam, our relations have entered a fast track of  development. In 2023, Beijing and Hanoi signed six memoranda of  understanding to deepen practical cooperation in fields such as official  training and urban management.

High-Level Exchanges

In  recent years, senior officials of the two cities have maintained close  communication through meetings and correspondence. In August 2024, Yin  Li, Secretary of the CPC Beijing Municipal Committee, accompanied To  Lam, General Secretary of the Communist Party of Vietnam Central  Committee and Vietnamese President, on a visit to Megvii. To Lam praised  Beijing’s high-tech industry as a strong driver of economic growth. He  noted that China has been committed to advancing scientific and  technological innovation and has made remarkable achievements over more  than 40 years of reform and opening-up.

Official Training

From  2023 to 2025, Beijing will annually train a batch of reserve officials  for Hanoi, leveraging sister-city exchanges to share the story of the  CPC with Vietnamese party and government officials and to showcase a  true, multi-dimensional, and comprehensive image of China and Beijing.

In  December 2023, Beijing hosted a cultural industry training program for  officials from Vietnam’s local cultural and tourism authorities. The  program aimed to foster mutual learning between China and Vietnam in the  cultural industry and jointly enhance its management.

People-to-People Exchanges

In  May 2024, a series of events celebrating the 30th anniversary of  sister-city relationship between Beijing and Hanoi were held in Beijing.  Among the highlights was a special cultural performance entitled  “Permanent Friendship”, where Chinese and Vietnamese artists jointly  presented a unique audio-visual cultural feast with national  characteristics. Additionally, the two cities co-organized a photo  exhibition to showcase Hanoi’s cultural heritage entitled “Exhibition  Thăng Long - Hà Nội Where Heritage Values Are Linked and Converge”,  contributing to a deeper understanding and friendship between the people  of the two capitals.

In October 2023, a Beijing cultural and tourism promotion event themed “Hello, Beijing” was successfully held in Hanoi.

At  the China International Friendship Cities Conference 2024, Beijing’s  sister city, Hanoi, was honored with the Friendship City Award for  Outstanding Partnership with China.

This  year marks the 75th anniversary of the establishment of diplomatic ties  between China and Vietnam, and the China-Vietnam Year of  People-to-People Exchanges, offering new opportunities for building a  China-Vietnam community with a shared future. At this new starting  point, the Beijing Foreign Affairs Office will continue to coordinate  and promote friendly exchanges and practical cooperation between Beijing  and Hanoi, contributing the strength of the two capitals to the  China-Vietnam community with a shared future.
