On December 6, the Beijing Foreign Affairs Office hosted the “Consular Protection for All” campaign in Huairou Science City, offering a thoughtful and practical “consular protection toolkit” to safeguard the international exchanges and overseas travels of research institutions. Nearly one hundred participants attended the event both online and offline.

Policy Interpretation

In light of the characteristics of international exchanges of research institutions, experts in consular protection from the Ministry of Foreign Affairs were invited to interpret the Regulation of the People’s Republic of China on Consular Protection and Assistance and introduce the updated version of the Guide to China's Consular Protection and Assistance. Following the principle of “being understandable, memorable, and practical”, the session aimed to enhance people’s awareness of overseas risk prevention and response capabilities.

All Questions Answered

The issue of ensuring personal safety during overseas travels has received wide attention. Based on the Regulation and the Guide, experts provided detailed answers to participants’ questions, such as who to seek help from in case of emergencies abroad and how to obtain comprehensive and accurate information on overseas safety. The event also addressed the concerns of overseas Chinese nationals who participated online, conveying a sense of warmth through remote consular protection services.

Positive Feedback

The participants highly praised the event for combining policy interpretation and case analysis, stating that it was approachable, targeted, and practical. They expressed hope for such accessible professional lectures to be organized more frequently.

Moving forward, in the principle of “foreign affairs for the people”, Beijing Foreign Affairs Office will continue to implement the Regulation, promote preventive consular protection in an innovative way, and expand the coverage of such activities, so as to protect the safety and legitimate rights and interests of citizens and institutions abroad.
