On November 5, the Beijing Investment Promotion Bureau hosted the Dialogue between the Beijing Municipal People’s Government and Foreign Enterprises in Shanghai. Under the theme of “Discoveries·JING Gala—Opportunities & Investing”, the event brought together more than 100 senior executives from foreign enterprises across medical, healthcare, financial services, and biopharmaceutical sectors to discuss cooperation and future development.
Beijing is the only city in China to enjoy the dual-policy advantage of the Integrated National Demonstration Zone for Greater Openness in the Services Sector and the China (Beijing) Pilot Free Trade Zone (the Two Zones). Since the launch of the Two Zones initiative, the city has implemented over 140 breakthrough policies, more than 70 of which are pioneering at the national level, and over 70 institutional innovations have been replicated across the country. Looking ahead, Beijing will further deepen and consolidate the development of the Two Zones, and formulate and implement the 3.0 Plan for Greater Openness in the Services Sector. The city will also make proactive efforts to align with high-standard international economic and trade rules, steadily expand institutional opening up, and foster a higher-level open economy.
At the event, Beijing also unveiled the latest achievements in strengthening its strategic position as the national political center, cultural center, center for international exchanges and center for technological innovation (the Four Centers). In 2024, the city received 370 million tourism trips, generating RMB 672.24 billion in tourism revenue, marking a 14.9% increase. Beijing has ranked third worldwide for the number of unicorn companies for four consecutive years, while its R&D intensity stayed around 6% of its GDP, ranking among the top in global innovative cities. Moving forward, Beijing will continue to pursue high-quality development in the new era, and promote the capital’s culture through heritage protection and preservation. The city will also accelerate its development as a globally important source of scientific innovation, a leading hub for future-oriented industries, and a core center for open innovation.
Beijing is now home to over 35,000 foreign enterprises and 221 foreign-invested R&D centers. Foreign enterprises are key participants in Beijing’s reform, opening up, and innovation-driven development, making important contributions to its high-quality development.
