2022 Zhongguancun Intellectual Property Forum Empowers "Two Zones" Development

On the 22nd World Intellectual Property Day, the 2022 Zhongguancun Intellectual Property Forum was successfully held online. In the forum, Haidian District of Beijing released the 2021 Intellectual Property White Paper and launched the 2022 China Haidian High-Value Patent Competition. The Beijing Intellectual Property Court released ten typical cases of judicial protection of computer software.

In his speech, Li Zhong, Deputy Director General of the Beijing Municipal Intellectual Property Office, pointed out that Haidian District has been continuously seeking breakthroughs and innovation as well as promoting the integration of IP and key industries in the district, taking the lead in Beijing even nationwide. In the new development stage, Haidian will further apply the new development philosophy, continue to innovate IP service models, make comprehensive IP governance more efficient, and strive to build a diversified pattern of IP protection. In this way, IP can greatly empower the "two zones" development.

Lei Xiaoyun, Director of Intellectual Property Utilization Promotion Department of China National Intellectual Property Administration, said in his speech that the theme of the Zhongguancun IP forum was "Promote Innovation with IP Protection, Build a Model City of Strong IPR Awareness". This echoed the theme of the nationwide intellectual property right awareness week and demonstrated Haidian's sense of responsibility and contribution to building a strong country. As the core zone and a pacesetter for Beijing's role as  the international center for  innovation, Zhongguancun Science City takes a major part in pilot reforms. It is hoped that Haidian District and Zhongguancun Science City will give full play to the intellectual property operation service system and cultivate more high-value and core patents so that we can unleash the potential of innovation, ensure science and technology security, and provide strong support for high-quality economic development. We will start a new journey to build a district strong on intellectual property and pave the way for the 20th National Congress of the Chinese Communist Party with our outstanding performance.

As the core area of Beijing's role as the international center for innovation, a national intellectual property demonstration district and a key part for the building of the national intellectual property operation service system, Haidian District focuses on comprehensively strengthening IP protection and pushing forward high-quality development and efficient commercialization of intellectual property. Haidian will continue to build itself into a district strong on intellectual property rights and set an example in this regard, achieving remarkable results in promoting IPR.

Haidian continues taking the lead in Beijing in terms of high-quality IP creation. In 2021, Haidian District granted 40,455 invention patents, increasing 19.6% year-on-year, accounting for 51.1% of the total amount of Beijing. It also granted 4,085 PCT patent applications, up by 16.8% year-on-year, accounting for 39.4% of the city's total. By the end of 2021, there were 632,000 effective registrations of regional trademarks and 193,000 effective invention patents, accounting for 47.7% of Beijing's total or 7.14% of the national total. There were 332.8 high-value invention patents per 10,000 people, which is 3.54 times of Beijing's total or 44.37 times of the national total. In the 22nd Award for Chinese Outstanding Patented Invention & Industrial Design, Haidian District won three Gold Awards, taking up 10% of the total number of Gold Awards, nine China Patent Silver Awards, accounting for 15% of the total, and 50 China Patent Excellence Awards, making up 6.1% of the total.

The profits of intellectual property applications continue to increase. In 2021, the total number of patent transfers and license transfers in Haidian District was 18,767 and 409 respectively. The transfer of licenses accounted for 47.5% of that of Beijing, up by 107.4% year-on-year. There were 483 patent pledges worth 2.896 billion yuan with an increase of 8.06% year-on-year, accounting for 50.72% of that of Beijing. There were 80 trademark pledges worth 100 million yuan with an increase of 38.89% year-on-year. With concerted efforts of China Technology Exchange, the first asset-backed securitization project for patent licensing intellectual property in Beijing (with a total volume of one billion yuan) was approved by the Shenzhen Stock Exchange. The first phase aims to raise 337 million yuan for 15 high-tech enterprises in Haidian District, filling the gap of securitization products in Beijing with patents as underlying assets.

Intellectual property protection is enhanced. The district has strengthened the judicial protection of intellectual property rights and the separation of complicated and simple intellectual property cases as well as improved the quality and efficiency of intellectual property case trials. The intellectual property fast-track trial group of the district court carried out speedy and streamlined trials. In 2021, the fast-track trial group accepted 1,597 cases and concluded 1,037, accounting for 40% of all civil intellectual property cases concluded. The group will further streamline and speed up the processing of simple cases. Haidian District Administration for Market Regulation investigated 32 cases of trademark infringement and counterfeiting. The District Law Enforcement Team on Cultural Market conducted 6,500 inspections and investigated 57 cases of press and publication (in copyright). The District Public Security Bureau cracked 22 cases of intellectual property infringement.

In his speech, Lin Jianhua, member of the Standing Committee of CPC Haidian District Committee and Deputy District Mayor of Haidian , said that Haidian will thoroughly implement the important plans of the central government on building a strong country in science and technology as well as in intellectual property, leverage the policy of "three zones" and grasp the opportunity of the new round of major pilot reforms in Zhongguancun. Specifically speaking, the district will take the initiative to make breakthroughs in stress testing pilot and stimulate the creativity of all kinds of innovators. In this way, Haidian will add new momentum to building a model city strong on intellectual property, speeding up the construction of a world-leading science and technology park and a pacesetter of innovation, as well as improving scientific and technological self-reliance.

It is worth mentioning that leaders from the Intellectual Property Utilization Promotion Department of China National Intellectual Property Administration, Beijing Municipal Intellectual Property Office, Beijing Intellectual Property Court, Haidian District Government, Administrative Committee of Zhongguancun Science City and other departments, and experts and scholars in the intellectual property industry, as well as many high-tech enterprises, universities and institutes, intellectual property service institutions and other innovative subjects also gathered online. On the theme "Promote Innovation with IP Protection, Build a Model City of Strong IPR Awareness," experts shared their insights from different perspectives, such as the creation of high-quality intellectual property rights, the commercialization of IPR, enterprise IPR measures and judicial protection of IPR. Among them, Professor Yi Jiming from Peking University Law School put forward ten suggestions for taking intellectual property rights in Beijing to the next level.
