Beijing Intellectual Property Court Releases Judicial Services Plan Tailored to the "Two Zones" Initiative

Recently, Beijing Intellectual Property Court released a work plan to provide quality judicial services on intellectual property for the "two zones" initiative. According to the plan, Beijing Intellectual Property Court will strengthen the management of all types of cases, continue to create new trial mechanisms for intellectual property cases, and make China's voice on IPR governance heard globally.

The plan mentioned that the court will attach great importance to the centralized jurisdiction over pharmaceutical patent linkage cases and anti-monopoly administrative cases, build professional trial teams to work out and refine professional trial mode, and formulate trial rules in a timely manner. In addition, Beijing Intellectual Property Court will keep track of the IP disputes arising while advancing the "two zones", carry out real-time monitoring, dynamic analysis and timely warning. The court will also focus on cases in key parks and projects and set up circuit courts for intellectual property in the "three science cities and one hi-tech area".

Moving forward, Beijing Intellectual Property Court will convey China's voice on international governance to the world. As the plan stipulates, Beijing Intellectual Property Court will continue their focus on the trial of foreign-related cases, and provide equal protection to Chinese and foreign litigants. A translation society will be established to translate and release information on foreign laws and judicial news regarding intellectual property rights. Research on the foreign-related intellectual property litigation rules should be strengthened to deal with international parallel proceedings on intellectual property and other issues. The translation society, "Yizhi," consists of police officers with a specialty in language skills. Yizhi society will continue to translate and introduce foreign IPR laws and judicial information. Meanwhile, it will also translate typical adjudication documents and research results into foreign languages and make China's voice on international IPR governance heard.

According to Song Yushui, vice president of the court, as a specialized and demonstrative court of the capital, Beijing Intellectual Property Court will benchmark against the highest standards, accommodate the judicial needs in intellectual property rights while advancing the "two zones" initiative in its trial practice, and fully leverage its judicial functions to protect innovation and facilitate development.
