In order to implement the work plan made by the central leadership and the CPC Beijing Municipal Committee on the "two zones" development and make further progress in addressing litigation sources and resolving disputes in a diversified way, on the afternoon of November 30, Beijing CBD Administration Committee and No.3 Intermediate People's Court of Beijing Municipality signed a cooperation agreement under the "two zones" initiative to set up the CBD Judge Working Station serving the "two zones" development in the CBD Investment Promotion Service Center. Chen Xiaodong, head of the First Civil Division of No.3 Intermediate People's Court of Beijing Municipality, and Wei Siyuan, deputy head of Beijing CBD Administration Committee, attended the signing ceremony.

Mr. Chen Xiaodong underscored the importance of signing this agreement. First, it serves the overall plan of the Party and the country and implements the guidelines, policies and guidance of the CPC Beijing Municipal Committee and the Supreme People's Court on the development of the "two zones"; second, it contributes to the equal and efficient protection of the legitimate rights and interests of market entities and the creation of an enabling business environment; third, it suits the needs of No.3 Intermediate People's Court of Beijing Municipality as it works to ensure impartial administration of justice for the people and the proper resolving of litigation sources; fourth, it allows the Court to better serve its jurisdiction, Chaoyang District, especially the CBD, and enables the Court to prevent legal risks and resolve disputes, and to provide strong support for the CBD's efforts in guarding against legal risks, dissolving conflicts, and creating a market-oriented, world-class business environment governed by a sound legal framework through six working mechanisms, which are "regular consultation", "joint investigation", "judge working station", "remote case filing", "demonstrative ruling" and "smart delivery".


Mr. Wei Siyuan said that they would fully leverage the role of the CBD Judge Working Station, strengthen the innovation of legal service mechanisms, meet the diverse judicial needs of the CBD area in a creative way, and improve judicial services across the board, so as to foster an enabling law-based environment for the development of the "two zones". Next, they will seize the opportunities presented by the signing of the "two zones" development cooperation agreement and the inauguration of the Judge Working Station to ensure high-quality and law-based development of the "two zones" by focusing on the central task and serving the overall interests.
