Beijing Customs among the first in the country to pilot new way of supervision on B2B export

Thanks to the efforts of Beijing Municipal Commerce Bureau, Beijing Customs and other related departments, the first shipment of B2B cargo dispatched by Beijing Hongyuan Daojia Trade Company to Japan was cleared by the Customs Office of Beijing Capital International Airport at 0:10:50 on July 1. This showed the one-stop customs clearance for direct shipments by e-commerce sellers has become fully operational. As of 12:00 p.m., July 1, Beijing Customs has examined and released 21 B2B export declaration forms and manifests, mainly including fiber cloth, pull strap, garments, smart watch, Bluetooth earphone, and scooters, with a total value of RMB 277,000.

On June 12, General Administration of Customs released an announcement, stating that B2B export supervision pilot projects would be launched on July 1 at 10 regional customs offices, including Beijing Customs. B2B export is assigned with special supervision codes (9710 for direct delivery to buyers and 9810 for delivery to buyers via overseas bonded warehouses) and clearance pathway. Exporters only need to register once and are entitled to one-on-one contact and declaration. They can enjoy priority in goods inspection, nationally uniform paper-free customs clearance, automatic comparison, convenience in return of goods and other preferential policies. Simpler declaration will reduce enterprises' cost of clearance and operation.

This pilot project meets the demand of cross-border e-commerce enterprises for export in batches, and starts a new chapter of large-volume sales around the world. Thus, it supports the transition toward online operation of exporters, especially small- and medium-sized enterprises, in response to the pandemic, promotes the upgrading of export-oriented businesses, and provides government departments with data to support their policy decision.

Since the beginning of this year, new models of cross-border e-commerce have seen fast growth in Beijing. China's only pilot project for medical products import through e-commerce platforms has picked up pace, and the bonded warehouse import model for online shopping has grown rapidly. These, together with the newly launched B2B export supervision pilot project, will further accelerate the coordinated development of Beijing cross-border e-commerce comprehensive pilot area.
