This Action Plan is formulated for the implementation of All-round Pilot Projects for Further Opening-up in Beijing's Service Industry approved by the State Council [Guohan (2019)] No. 16]. It is aimed at promoting further reform and opening-up in the culture and tourism sectors.
I. Further Deregulation in the Approval and Licensing Process (Expanding Market Access)
1. Identify and further expand the selected areas for the development of a cluster of cultural and entertainment businesses, where foreign investors may set up entertainment and performance establishments /businesses with no investment ratio restrictions. (Time of Completion: October 2019. Responsible Organizations: Beijing Municipal Bureau of Culture, and Beijing Municipal Administration of Tourism)
2. Identify and further expand the selected areas for the development of a cluster of cultural and entertainment businesses, where foreign investors may set up wholly foreign-owned performance brokerage firms and provide services nationwide. 3. Wholly-foreign-owned travel agencies that have been established in Beijing may operate outbound tourism business (except to Taiwan) for Chinese citizens on a trial basis. 4. Foreign investors may invest in audio-video production business (limited to cooperation projects in Beijing National Music Industrial Base, China Beijing Publishing and Creative Industry Park, and Beijing National Digital Publishing Base, with Chinese partners having the controlling power and the final say on content). II. Enhanced Support Policies
5. Continue work on customs verification to facilitate the adoption of National Departure Tax Refund System at Beijing Capital International Airport and Beijing Daxing International Airport, with a view to enabling tax rebate through a uniform system for international visitors, either locally or in a different location. 6. Formulate tax policies for downtown duty-free shops and pursue major progress in pilot programs for these duty-free shops in collaboration with relevant departments in order to promote inbound tourism. (Time Frame: 2019-2021. Responsible Organizations: Beijing Municipal Bureau of Finance, Beijing Local Taxation Bureau, Beijing Customs, Beijing Municipal Bureau of Culture, Beijing Municipal Administration of Tourism, and Beijing Municipal Bureau of Commerce)
7. Promote the 144-hour visa-free transit policy by making use of new media platforms at Beijing Capital International Airport and other important transportation hubs at home and abroad. 8. Invite all types of capital into the development of the culture and tourism sectors. Advance the development of the tourism resources trading platform in Beijing. (Time Frame: 2019-2021. III. Further Support to Priority Projects
9. Make positive efforts to develop the national cultural export base in Beijing, the National Base for International Cultural Trade (Beijing), and tourism demonstration bases featuring traditional Chinese medicine and other cultural activities. Focus on developing trade in cultural information, creative designs, games and animation copyrights. Promote the overall export of culture related products backed by digital technology and spearheaded by high-end services. (Time of Completion: December 2019. 10. Enhance the international outreach of the cultural and tourism exhibitions, such as Beijing International Tourism Expo, IBTM China, Beijing International Tourism Commodities and Tourism Equipment Fair, and “Animation Beijing”. 11. Actively promote cultural exchanges with the Belt and Road Initiative countries. Convene tourism photo exhibitions and public day events such as “Happy Spring Festival”, “Beijing Night” and “Charming Beijing” in Greece, Vietnam, Indonesia and other countries. Launch such activities as the Global Auspicious Zodiac Design Competition and China-Central and Eastern Europe Art Carnival. Aim for successes in feature events such as “A Tour of Chinese Culture -Experiencing Beijing”, Beijing International Film Festival, Beijing International Book Festival, Beijing film and TV products overseas shows, Beijing Design Week, Beijing International Music Festival, China Beijing International Cultural and Creative Industry Expo, and Audio-Visual China: Night of Beijing. 12. Build platforms for global cultural and art exhibition, exchanges and trading, and cross-border e-commerce platforms for international cultural trading. With the support of the policies of Beijing Tianzhu Free Trade Zone, help make an exhibition of priority Belt and Road Initiative cultural trade and investment projects and facilitate the implementation of the Asian Cultural Trade Center project. Enhance cooperation with overseas Chinese cultural centers and vigorously advance the building of the Chinese cultural center in Athens, Greece. (Time of Completion: December 2021. IV. Innovative Approaches for Market Regulation
14. Pursue further openness while enforcing proper regulation. In order to create a healthy and prosperous culture and tourism market that features positive influence, fair competition, ethics and compliance, law-abiding, quality service, and safe and orderly development, it is necessary to establish and promote new concepts and regulatory mechanism for the management of such a market, a mechanism that exercises prudent regulation over the market with multiple approaches of implementation(i.e. proper regulation of the substance, random inspection by randomly selected law enforcement personnel, focused regulation of key areas, security, and credit supervision).
