To support enterprises in expanding operations overseas in a safe and orderly manner, the Beijing Belt and Road Comprehensive Service Platform (hereinafter referred to as the “service platform”) was officially launched on July 11. Focusing on areas such as policy, financial and talent connectivity, the service platform provides authoritative, one-stop, and comprehensive services.
Bridging Online and Offline Platforms
For online services, the platform prioritizes convenience and user-friendliness through a lightweight mini-program. By searching “Beijing Service Platform” in WeChat mini-programs, users can quickly access it for more information and services. Three reception halls have been set up for offline services, namely the Credit Insurance Reception Hall, the CBD Reception Hall, and the Digital Silk Road Reception Hall, providing enterprises with venues for consultation, networking, and events. Furthermore, enterprises can submit their requests via the “Consultation Appointment” feature on the mini-program. Once the request is accepted, relevant government departments and service agencies will provide direct, seamless support.
Clear Guidance across Three Sections
In the Practical Tools section, the service platform tries to make its functions intuitive, user-friendly, and targeted. It integrates 13 functional modules, offering key services such as policy guidance, professional support, risk prevention and control, and financial matchmaking. The Specialized Service section leverages Beijing’s unique strengths, offering targeted and thematic service modules, including event previews and updates on funding support policies. Looking ahead, the platform will further capitalize on Beijing’s strengths in green and digital development to launch service sections for artificial intelligence, ESG, and other emerging fields.
In the Latest Updates section, the International Market column adopts a global perspective, tracking international market opportunities and emerging market demand in real time. It analyzes global risk events, reviews overseas project cases, and supports enterprises in drawing on best practices, anticipating risks, and seizing new business opportunities. The Domestic News column follows major national news, monitors policy releases, provides updates on major conferences, and shares information on investment attraction activities of interest to enterprises seeking to expand global presence, helping them stay informed of national policy trends. The Beijing Releases column showcases Beijing’s initiatives. It features multidimensional case studies in such areas as international exchanges and cooperation and sci-tech innovation, along with updates on policies and coverage of major events, presenting a dynamic picture of Beijing’s progress.
Accessing Five Core Services
Policy: The service platform features modules such as policy guides and investment filings, covering publicly available policies related to Belt and Road cooperation, key regulations on overseas investment filings, and more. It aims to address enterprises’ common challenges in finding, understanding, and applying policy documents. For example, filing procedures required by authorities such as the development and reform and commerce departments are clearly presented in flowchart form, allowing enterprises to learn and navigate the process in a one-stop manner.
Services: The service platform also includes modules for professional services and commercial mediation, cooperating with major associations in law, accounting, information services, engineering consulting, and exhibitions. It screens for specialized service providers with proven international expertise, relevant pilot cases and willingness to offer both public and market-oriented services. Currently, the platform brings together over 60 international service institutions across 12 key sectors—including legal services, accounting and evaluation, conferences and exhibitions, and market consulting—systematically showcasing their profiles and service cases to create an exchange platform between enterprises and professional service providers.
Information: Leveraging the risk management system of the China Export & Credit Insurance Corporation (Sinosure), the platform integrates specialized services such as country guides, risk updates, and credit risk ratings. It also connects to other mini-programs, such as “Overseas Services” of the foreign affairs authority and “Trade Law Portal” of the trade promotion authority. Enterprise personnel can review a trading partner’s credit records via the credit risk ratings, and access key risk information regarding political and economic conditions, policy trends, and industry developments across 174 overseas markets through country guides. These resources will support enterprises in strengthening their risk management frameworks.
Funding: There are modules such as financial products and rate inquiries, presenting policy financial instruments and cross-border financing products from policy financial institutions and commercial banks. This multi-faceted approach helps enterprises access diversified funding sources.
Partner: The service platform has a dedicated module of cooperative central enterprises, while also providing information on cooperative universities and talent services. The goal is to support enterprises in forming alliances for navigating international markets effectively.
Developing Beijing’s Initiatives under the Belt and Road Initiative (BRI)
As the national capital, Beijing is a vital window of China’s opening up and a key hub for Belt and Road Cooperation.
According to an official from the Office of the Beijing Municipal Leading Group for Promoting the BRI, Beijing-based enterprises have expanded their global footprint across 139 countries and regions on six continents, with investments spanning 18 sectors under the national economic statistics system.
With the strong trend toward developing high-end, precision, and cutting-edge industries, Beijing’s sci-tech and information technology service industries have long ranked among the top in outbound investment. In emerging fields such as artificial intelligence, new energy, commercial aerospace, and biomedicine, a number of highly influential and reputable international brands and enterprises are rapidly gaining momentum. Several leading enterprises, supported by core technologies, strong management capabilities, and deep industry expertise, have risen to prominence in global markets, with their products well received by local consumers. In infrastructure, Beijing continues to demonstrate strong capabilities across the entire industrial chain—from technological R&D and consulting design to investment, construction, and operational management. Beijing-based enterprises have participated in major landmark projects such as the Mombasa-Nairobi Standard Gauge Railway in Kenya, Gwadar International Airport in Pakistan, and the Jakarta-Bandung High-Speed Railway in Indonesia, as well as a series of airport, inland port, and road projects.
