On April 15, Yanqing District held the 2026 Plenary Meeting of the Foreign Affairs Committee of the CPC Yanqing District Committee and the District Leading Group for Improving Beijing’s Role as the Center for International Exchanges. Main items on the meeting’s agenda included conveying and studying the guiding principles of the Meeting of the Foreign Affairs Committee of the CPC Beijing Municipal Committee (Hong Kong and Macao Affairs Leading Group of the CPC Beijing Municipal Committee), the Meeting of the Municipal Leading Group for Improving Beijing’s Role as the Center for International Exchanges, and the Meeting on People-to-People Diplomacy of the Foreign Affairs Committee of the CPC Beijing Municipal Committee. The meeting announced the monitoring and evaluation results of Beijing’s efforts in 2025 to improve its role as the center for international exchanges, summarized the work in 2025, and set work priorities for 2026. Yu Bo, Secretary of the CPC Yanqing District Committee, Director of the Foreign Affairs Committee of the CPC Yanqing District Committee, and Head of the Yanqing District Leading Group, presided over and addressed the meeting. Zhang Ruobing, Deputy Secretary of the CPC Yanqing District Committee, District Mayor of Yanqing, Deputy Director of the Foreign Affairs Committee of the CPC Yanqing District Committee, and First Deputy Head of the Yanqing District Leading Group; Zhang Yuan, Chairman of the CPPCC Yanqing District Committee; and Ma Honghuan, Deputy Secretary of the CPC Yanqing District Committee, Deputy Director of the Foreign Affairs Committee of the CPC Yanqing District Committee, and Deputy Head of the Yanqing District Leading Group, attended the meeting.

The meeting acknowledged the achievements made in foreign affairs work over the past year, and stressed that for this year’s work, it is essential to follow Xi Jinping Thought on Diplomacy as the guiding principle, strictly implement the plans and requirements of the CPC Beijing Municipal Committee regarding foreign affairs work. The meeting called for maintaining confidence, pressing ahead under pressure, and coordinating planning, implementation, management, and services in foreign affairs work, so as to inject new vitality into high-quality regional development.

The meeting emphasized the need to focus on serving the overarching priorities and staying on the right track. It called for upholding the Party’s overall leadership, gaining a deep understanding of the political nature of foreign affairs work, strengthening the role of the Foreign Affairs Committee of the CPC Yanqing District Committee in exercising overall leadership and coordinating the efforts of all parties, and fostering synergy for joint management. The meeting stressed the importance of raising the standard of foreign-related services by coordinating the development of international exchange facilities and stronger support capabilities. It called for solid efforts to improve the environment for foreign exchanges and advance the internationalization of supporting services. Meanwhile, greater efforts should be made to cultivate and build a pool of foreign affairs professionals and improve the overall competence of personnel engaged in foreign-related work. The meeting also highlighted the need to ensure effective support for major events. This includes improving the regular service support mechanism for major state events, advancing the renovation, upgrading, opening, and operation of the Great Wall Museum of China to a high standard, accelerating the improvement of comprehensive supporting facilities in the Great Wall scenic area, and continuously enhancing the quality and appeal of the “Great Wall International Reception Hall”. Yanqing District will proactively seek to host more high-level diplomatic and foreign affairs events, thus better fulfilling its responsibility in improving Beijing’s role as the center for international exchanges.

The meeting stressed the need to deliver tangible results in opening up and cooperation, and seize development opportunities. It called for boosting economic growth by actively integrating into the development of the Two Zones and the efforts to transform Beijing into a global consumption center, prioritizing the development of the “141” modern industrial system, and deepening collaboration with universities including North China University of Technology, Capital University of Physical Education and Sports, and Beijing International Studies University. By expanding exchanges and cooperation, the district aims to support more products and services in going global. Efforts should be made to refine and promote the “Great Wall Hero Pass” inbound tourism brand, as well as create high-quality, “small yet beautiful” tourism activities and consumption spaces. Leveraging Yanqing’s three signature sites, namely the Great Wall, the Beijing International Horticultural Expo Park, and the Yanqing Olympic zone, and supported by a diversified range of business forms, the district will extend the tourism industry chain and enhance its appeal to consumers. The meeting also underscored the need to deepen foreign exchanges by consolidating and strengthening cooperation with international sister cities, sister scenic areas, and sister schools, and expanding sister-city cooperation and exchanges into such fields as economy and trade, technology, and education. The bridging role of organizations such as the Yanqing District Overseas Friendship Association, the Western Returned Scholars Association of Yanqing District, and the Yanqing District’s Association of Hong Kong, Macao, Taiwan, and Overseas Chinese will be fully leveraged to establish more practical exchange and cooperation platforms and pool wisdom and strength from home and abroad. The meeting emphasized the importance of ensuring that development benefits the people. It called for continuously improving convenient services for the public and addressing the needs of foreign-invested enterprises in the district in a targeted manner. By strengthening engagement and cooperation with institutions such as the China International Development Cooperation Agency, the district will bring more foreign affairs resources and international friends into Yanqing’s rural areas, driving local rural revitalization. Efforts should also be made to strengthen international communication by building and effectively managing the overseas social media platforms of “Beijing Yanqing”, and continuously enhancing Yanqing’s international profile and influence as a “most beautiful Winter Olympic city”.

The meeting stressed the need to strengthen risk prevention and safeguard security. It called for firmly upholding a holistic approach to national security, adhering to bottom-line and worst-case scenario thinking, and enhancing foreign-related security management. Responsibilities must be fully implemented at every level, with the Foreign Affairs Committee of the CPC Yanqing District Committee strengthening overall coordination, the Foreign Affairs Office of Yanqing District effectively performing its role in supervision, coordination, and guidance, and all district departments, subdistricts, townships, and district-level state-owned enterprises strictly fulfilling their primary responsibilities for foreign-related security. The meeting further stressed the need to maintain strict work discipline. It is essential to give top priority to political discipline and political rules, and rigorously implement all regulations on foreign affairs management. Resolute efforts should be made to prevent risks and safeguard regional security and stability.

District leaders Suo Yijun, Guan Xiaoli, Su Lihua, Zhuansun Yongqi, Song Haojie, Wu Xiaotong, Yan Haiying, and Zhang Peng attended the meeting.
