As the new year begins and the Spring Festival approaches, outbound business expansion and cross-border travel by residents are reaching peak levels, driving a continuous rise in demand for overseas safety services. To further strengthen preventive consular protection, Beijing Foreign Affairs Office has recently organized three Consular Protection Lectures tailored to the needs of different groups. Through expert briefings, case analyses, and scenario-based simulations, the program delivered practical safety knowledge, attracting a total of 318,000 participants both online and offline. It has significantly enhanced the overseas risk awareness and emergency response skills of staff from Beijing-based enterprises and local residents.

Targeted Engagement with the Research Community to Safeguard Academic Exchanges

The first lecture took place in the Aoyuncun Subdistrict, a hub for scientific research resources. The primary audience consisted of personnel from institutions affiliated with the Chinese Academy of Sciences and community residents. Given the frequent overseas academic exchanges by researchers, the program systematically explained how to address common security risks abroad, such as document security and public security concerns. It also provided guidance on relevant professional requirements, including entry and exit declaration procedures, enabling researchers to conduct international academic activities in full compliance while effectively mitigating potential risks.

Tailored Services for International Communities to Enhance Cross-Border Safety Awareness

The second lecture was held in Maizidian Subdistrict, home to a large number of foreign trade enterprises and residents who travel abroad frequently. Taking into account the destinations frequently visited by these enterprises and residents, the expert team delivered targeted briefings on local customs and taboos, relevant laws and regulations, key considerations for business travel, and practical counter-terrorism and anti-violence skills. The session offered a comprehensive “safety guide” to support enterprises in their cross-border operations and residents traveling overseas.

Simulating Real-World Scenarios to Enhance Emergency Responses

The third lecture, held at the Jiangtai Party-Mass Service Center, was specially designed for international emergency service volunteers. Focusing on real-world cross-border rescue scenarios, the experts addressed four key overseas security risks: personal travel safety, response to terrorism and violent incidents, crime prevention, and public health emergencies. The experts also summarized complex procedures into simple and easy-to-follow instructions: stay upwind during toxic exposure, stay low in a fire, keep your belly off the ground during an explosion, and remain calm when evacuating after a collision. This can effectively strengthen volunteers’ emergency response capabilities in cross-border rescue operations.

Moving forward, Beijing Foreign Affairs Office will continue to ensure both development and security, focusing on the practical needs of citizens and enterprises venturing abroad. It will further diversify approaches to consular protection education and promotion, broaden the coverage of its services, and strive for solid progress in preventive consular protection, thus ensuring the safety of citizens’ overseas travel and enterprises’ global development.
