Recently, the 2025 Plenary Meeting of the Foreign Affairs Committee of the CPC Changping District Committee & the District Leading Group for Improving Beijing’s Role as the Center for International Exchanges was held. The meeting conveyed the guiding principles of Beijing’s foreign affairs work, summarized the work in 2024, and arranged work priorities for 2025. Gan Jingzhong, Secretary of the CPC Changping District Committee and Director of the Foreign Affairs Committee of the CPC Changping District Committee, presided over the meeting and delivered a speech. Leng Qiangtian, Deputy Secretary of the CPC Changping District Committee and Deputy Director of the Foreign Affairs Committee of the CPC Changping District Committee, attended the meeting.
The meeting pointed out that 2025 marks the final year of the 14th Five-Year Plan and is critical for laying solid foundations for the upcoming 15th Five-Year Plan period. Therefore, delivering good performance on the District’s foreign affairs work holds great significance. Changping District not only serves as a key focus of Beijing’s development of new towns in the flatlands, but also an important area for improving Beijing’s role as the center for international exchanges. Under the guidance of Xi Jinping Thought on Diplomacy and in line with the decisions and arrangements of the CPC Central Committee and the CPC Beijing Municipal Committee, all departments in the District should effectively coordinate efforts to deliver high-quality foreign affairs services to contribute Changping’s share to China’s overall diplomacy and the capital’s high-quality development.
The meeting emphasized the importance to leverage Changping’s favorable resources to promote high-quality development through high-level foreign affairs services. The full potential of the “two zones” initiative should be unleashed to attract more high-end resources. It should roll out and implement measures to facilitate foreign investment within the District, so as to attract, introduce, and implement foreign-funded projects that can play an exemplary role. Efforts should be made to explore a new pattern for overseas expansion that integrates government resources, platform enterprises, and frontier technologies should be developed to, and establish large-scale international service platforms. The District should continuously upgrade the market-oriented, law-based and internationalized business environment and enhance foreign-related service systems. It is also imperative to strengthen service support for talent to attract top-notch professionals from home and abroad.
The District should remain committed to its mission and step up efforts to improve Beijing’s role as the center for international exchanges. Adhering to planning-led development, the District should integrate the endeavor of improving Beijing’s role as the center for international exchanges with the high-quality development of new towns in the flatlands. There should be stronger exchanges with cities in European countries and more friendly communications and cooperation with Belt and Road Initiative (BRI) partner countries and neighboring nations. The meeting also highlighted the importance of leveraging the unique strengths of various functional areas to cultivate high-quality and distinctive settings for foreign affairs activities. The District should take multi-pronged measures to create a range of international consumption spaces, optimize foreign-related services, and build a world-class urban environment. Additionally, efforts should be made to host various promotional events with high standards and organize international cultural festivals and sports events with excellence, thereby continuously enhancing the city’s global influence.
The meeting stressed that the Party’s leadership should be upheld on all fronts to improve foreign affairs services, mandating the Foreign Affairs Committee of the CPC Changping District Committee to improve its leading and coordinating role, directing the Foreign Affairs Office of the CPC Changping District Committee to strengthen overall planning and coordination, and requiring all member organizations to fulfill their respective responsibilities and pursue closer cooperation, with an endeavor to ensure the high-standard completion of all tasks for the year. The District should thoroughly study and implement the requirements outlined in the CPC’s eight-point decision on conduct, rigorously enforce foreign affairs discipline, and strengthen the management of official overseas visits. In conjunction with the “Reform and Quality Improvement Year” thematic campaign, the District should integrate foreign affairs work with key reform and development tasks, continuously improving Beijing’s role as the center for international exchanges.
