Recently, Miyun District held the 2025 Plenary Meeting of the Foreign Affairs Committee of the CPC Miyun District Committee and the District Leading Group for Improving Beijing’s Role as the Center for International Exchanges. Yu Weiguo, Secretary of the CPC Miyun District Committee, Director of the Foreign Affairs Committee of the CPC Miyun District Committee, and Head of the District Leading Group for Improving Beijing’s Role as the Center for International Exchanges, presided over the meeting and delivered remarks. Yu Haibo, Deputy Secretary of the CPC Miyun District Committee, District Mayor of Miyun, Deputy Director of the Foreign Affairs Committee of the CPC Miyun District Committee, and Deputy Head of the District Leading Group for Improving Beijing’s Role as the Center for International Exchanges, as well as Yu Jianhua, Deputy Secretary of the CPC Miyun District Committee and Deputy Director of the Foreign Affairs Committee of the CPC Miyun District Committee, attended the meeting.

Main items on the meeting’s agenda included studying the key principles of the 2025 plenary session of the Foreign Affairs Committee of the CPC Beijing Municipal Committee (Hong Kong and Macao Affairs Leading Group of the CPC Beijing Municipal Committee), as well as the Municipal Leading Group for Improving Beijing’s Role as the Center for International Exchanges. The meeting reviewed the 2024 work report and 2025 key priorities of the Foreign Affairs Committee of the CPC Miyun District Committee and the District Leading Group for Improving Beijing’s Role as the Center for International Exchanges.

The meeting emphasized that 2025 marks the final year of the 14th Five-Year Plan and is critical for laying a solid foundation for a successful start for the upcoming 15th Five-Year Plan. The district’s foreign affairs work carries strategic significance. It is essential to enhance political awareness, gain a thorough understanding of Xi Jinping Thought on Diplomacy, and further align thinking and actions with the decisions and plans of the CPC Central Committee, as well as the foreign affairs priorities set by the CPC Beijing Municipal Committee and the CPC Miyun District Committee. Anchored in Miyun’s functional positioning and leveraging its unique strengths, the district should proactively plan and promote foreign exchange activities, make greater contributions to advancing major-country diplomacy with Chinese characteristics in the new era, and fully support the role of Beijing as the center for international exchanges.

The meeting emphasized the need to ensure effective implementation and promote new momentum and achievements in the district’s foreign affairs work. Efforts should be made to improve a vertically integrated and efficiently coordinated service and support mechanism for major international events, and to provide comprehensive support for key state events held in Miyun District. Open platforms such as the China International Fair for Trade in Services (CIFTIS), the Zhongguancun (ZGC) Forum, and the Beijing Hong Kong Economic Cooperation Symposium should be fully leveraged to promote Miyun’s integrated development concept of “ecology, life, and livelihood,” and to highlight the district’s development strengths and investment opportunities, thereby facilitating investment attraction and industrial development. The district will actively strive to host international conferences, forums, and other foreign-related activities that align with its functional positioning. Efforts will also be made to upgrade the Miyun Marathon and to host high-level international sports events such as the Tour of Miyun Reservoir International Cycling Race, showcasing its image as an open and vibrant district. Additionally, the district will attract inbound tourists for sightseeing, leisure, and consumption, revitalizing the cultural tourism and consumer markets.

The meeting underscored the need to strengthen accountability and the Party’s leadership over foreign affairs. The Foreign Affairs Committee of the CPC Miyun District Committee should enhance its overall leadership and coordination of the district’s foreign affairs work. The District Foreign Affairs Office is to fully leverage its coordinating role, deepen research and planning, and make effective use of Beijing’s foreign affairs resources to advance the high-quality development of foreign affairs in Miyun. Party committees (Party leadership groups) at all levels must earnestly fulfill their primary responsibilities, improve the institutionalization, standardization, and scientific management of foreign affairs, and ensure effective implementation of all tasks. By pooling collective efforts, Miyun will continue to forge new ground in its foreign affairs work.
