In May 2025, the Fourth Ministerial Meeting of the China-CELAC Forum was held in Beijing. In recent years, under the strategic guidance of head-of-state diplomacy, subnational exchanges between Beijing and cities in Latin America and Caribbean (LAC) countries have continued to deepen, consistently contributing to the broader development of China-LAC friendship.

Tech-Driven Progress and Shared Commitment

As the world witnesses rapid advances in the technological revolution and industrial transformation, China-LAC sci-tech cooperation has achieved steady progress, playing an increasingly vital role in bilateral relations. As a leading international hub for technological innovation, Beijing has forged productive partnerships with LAC countries in cutting-edge fields such as information technology, biomedicine, new energy, and agricultural science and technology, delivering tangible benefits to the people of both sides.

In Argentina, wind turbines manufactured by Goldwind, a Beijing-based energy company, stand in orderly rows, generating clean energy non-stop. In Brazil, Didi has leveraged technology to drive localized operations, establishing LAC’s largest smart mobility ecosystem and winning the trust of the Brazilian public. In Chile, electric buses produced by BAIC Foton are helping to improve air quality in Santiago.

Goldwind’s Argentina wind power project

The biopharmaceutical industry serves as one of the dual engines powering Beijing’s innovation-driven development. In recent years, Beijing has deepened its cooperation with LAC countries in this sector. Gan & Lee Pharmaceuticals, in collaboration with Brazilian partners, has established the country’s first local production line for insulin preparations, benefiting Brazilian diabetes patients with insulin products developed by China. Several of its products, including insulin glargine injection, prefilled pens, and reusable pens, have been approved for market entry in Brazil. Bio-Thera Solutions, in collaboration with Cuba’s Molecular Immunology Center (CIM), jointly developed China’s first humanized monoclonal antibody. Sinovac Life Sciences Co., Ltd. secured the contract for Chile’s 2025 influenza vaccine program and is localizing vaccine production in Bogotá, Colombia, to better safeguard public health across the region.

In recent years, Brazil’s largest technology platform StartSe has joined hands with TusStar and the Association for the Promotion of Zhongguancun Science City S&T Service Industry to co-host over ten China-Brazil entrepreneur exchange events in Beijing. These events have facilitated in-depth exchanges between nearly 300 Brazilian entrepreneurs and more than 100 Chinese counterparts, fostering a platform for startup ecosystems and technological innovation cooperation between the two countries.
