Recently, the Foreign Affairs Committee of the CPC Haidian District Committee held a plenary meeting. Zhang Ge, Secretary of the CPC Haidian District Committee and Director of the Foreign Affairs Committee of the CPC Haidian District Committee, presided over the meeting, with Li Junjie, Mayor of Haidian District and Deputy Director of the Foreign Affairs Committee of the CPC Haidian District Committee, in attendance. During the meeting, Yue Li, Member of the Standing Committee of the CPC Haidian District Committee and Executive Deputy District Mayor, conveyed the guiding principles from the meeting of the Foreign Affairs Committee of the CPC Beijing Municipal Committee. Participants reviewed the 2025 work priorities and 2024 work report of the Foreign Affairs Committee of the CPC Haidian District Committee.

At the meeting, it was pointed out that this year marks the final year of the 14th Five-Year Plan and serves as a significant period for laying a solid foundation for the upcoming 15th Five-Year Plan. Therefore, fulfilling its foreign affairs tasks effectively holds significant importance for the district. To this end, it is essential to fully implement the guiding principles from the 20th CPC National Congress and the second and third plenary sessions of the 20th CPC Central Committee, resolutely execute the CPC Central Committee’s decisions and arrangements on foreign affairs, earnestly implement the guiding principles from the meeting of the Foreign Affairs Committee of the CPC Beijing Municipal Committee, and closely align with the diplomatic endeavors of the Party and the country. Leveraging the capital’s role as the center for international exchanges and guided by the overarching goal of “developing new quality productive forces and building world-leading sci-tech parks”, Haidian will take the initiative to further integrate into the high-quality Belt and Road Initiative (BRI) cooperation. Through strengthening consensus and improving working mechanisms, the district will adopt more proactive approaches and practical measures to achieve new milestones in its foreign affairs work.

The meeting underscored the imperative to study and implement Xi Jinping Thought on Diplomacy, modernize thinking and approaches to adapt to the evolving international landscape, and advance foreign affairs work in step with the times. Project-driven cooperation should be leveraged to develop international exchange platforms, expand communication channels, deepen sister-city and people-to-people ties, and establish regular communication and coordination mechanisms. These efforts will further expand cooperation areas, enrich collaboration, and produce greater outcomes as the district strives to broaden its circle of friends. To enhance Haidian’s international engagement capabilities, innovative measures must be prioritized. This includes coordinating the use of the district’s foreign affairs resources, refining strategies for “going global” while improving services to attract international resources, and hosting flagship events like the Night of Haidian during the China International Fair for Trade in Services (CIFTIS). Additionally, efforts should be made to raise global recognition of Haidian’s culture, tourism, and sports events, upgrade infrastructure for accommodation, dining, and commercial activities, and improve the district’s international language environment, with the aim of attracting more high-end resources from the globe. Together, these actions will raise the district’s overall service capabilities for hosting conferences and exhibitions.

The meeting emphasized the need to develop new publicity forms and content and establish platforms for global outreach, in an endeavor to enhance Haidian’s narrative reach and international appeal. The district could elevate its global image and influence by telling its story through internationally resonant narratives. It is also essential to strengthen the Party’s leadership over foreign affairs work, strictly adhere to foreign affairs disciplines, and build a strong line of defense for foreign affairs.
