Recently, this year’s first Plenary Meeting of the Foreign Affairs Committee of the CPC Yanqing District Committee and the Yanqing District Leading Group for Improving Beijing’s Role as the Center for International Exchanges was held. Yu Bo, Secretary of the CPC Yanqing District Committee, Director of the Foreign Affairs Committee of the CPC Yanqing District Committee, and Head of the Yanqing District Leading Group for Improving Beijing’s Role as the Center for International Exchanges, presided over the meeting. Ye Dahua, Deputy Secretary of the CPC Yanqing District Committee and District Mayor of Yanqing, Deputy Director of the Foreign Affairs Committee of the CPC Yanqing District Committee, and First Deputy Head of the Yanqing District Leading Group for Improving Beijing’s Role as the Center for International Exchanges, attended the meeting.

The meeting acknowledged the achievements made in Yanqing’s foreign affairs work in the past year and stressed the need to think in big-picture terms and maintain a strong sense of responsibility to effectively conduct foreign affairs work this year. We must follow the guidance of Xi Jinping Thought on Diplomacy, implement the decisions and plans of the CPC Central Committee and the requirements of the CPC Beijing Municipal Committee regarding foreign affairs work. The meeting called for greater confidence, enhanced awareness of openness, and continued efforts in the overall planning and coordination of foreign affairs work across the district. Yanqing will further promote high-level and in-depth interaction and cooperation with the outside world through world-class standards, environment and services, and continuously advance foreign affairs work to contribute to the development of Yanqing as the most beautiful Winter Olympic city.

The meeting emphasized the importance of enhancing quality and expanding influence to further promote Yanqing’s reputation in foreign affairs. Efforts should focus on leveraging the district’s three signature sites of the Great Wall, the Beijing International Horticultural Expo Park and the Yanqing Olympic zone, as well as tourist attractions such as Wild Duck Lake, Longqing Gorge, and Yanqing Global Geopark of China to strengthen the service capacity, brand influence, and outreach of Yanqing’s foreign affairs work. The district will continue to tell engaging stories of the Great Wall and, driven by the high-standard development of the Badaling World-Class Great Wall Scenic Area, further amplify and elevate the Great Wall as a “golden brand” for international engagement. Greater efforts will be made to make full use of the legacy of the International Horticultural Exhibition by integrating the demonstration of ecological civilization achievements in the Expo Park with foreign exchanges and interactions, aiming for win-win outcomes in both heritage utilization and foreign affairs work. Yanqing will also make good use of Winter Olympics legacy by enhancing international event planning and improving market-oriented operations, as well as comprehensively upgrade the park’s functions and services through event hosting. The district will continue to promote the two flagship sites of the Yanqing Global Geopark of China and Wild Duck Lake National Wetland of International Importance and organize more geoscience education and study tours to the Hundred-Mile Landscape Gallery, creating more platforms for domestic and international academic exchanges, scientific research, science popularization, and tourism experiences.

The meeting stressed the need to promote openness and development by fully leveraging the role of foreign affairs. It called for advancing reform and development through opening up, and continuously unlocking the potential of foreign affairs in driving the district’s economic and social development. Efforts will be intensified to expand openness in the culture and tourism sectors. This includes better coordination of resources such as cultural tourism, sports events, conventions and exhibitions, and development of distinctive products that cater to the needs of international visitors. International services for inbound tourists will be further enhanced. In particular, the district will focus on cultivating the “Great Wall Hero Pass” as a signature inbound tourism brand. Through enhanced global outreach and marketing, the district aims to inject fresh momentum into high-quality cultural and tourism development with a stronger inbound tourism market. Yanqing will also further optimize the utilization of foreign investment. This will involve implementing the foreign investment access management system, fostering an open and inclusive investment and trade environment, and expanding international exchanges and cooperation in science and technology. Greater efforts will be made to attract high-quality innovation factors from home and abroad, including talent, technology, and capital. To advance a broader agenda of opening up, Yanqing will deepen its cooperation with institutions such as the China International Development Cooperation Agency (CIDCA), the Chinese People’s Association for Friendship with Foreign Countries (CPAFFC), and international organizations so as to attract more “small and beautiful” and “specialized and refined” projects to the district.

The meeting emphasized the importance of strengthening management and fostering synergy to fully implement foreign affairs responsibilities. The Regulations on Foreign Affairs Work at the Sub-National Level must be thoroughly implemented at Yanqing District, with the Foreign Affairs Committee of the CPC Yanqing District Committee playing a leading and coordinating role in the overall planning of foreign affairs work. To better coordinate development and security, it is essential to apply a holistic approach to national security and ensure security and stability in foreign-related matters. Strict compliance with foreign affairs discipline must be enforced. The District Foreign Affairs Office should strengthen its guidance and oversight of all foreign affairs activities, while Party committees (Party leadership groups) of all departments should seize the opportunity presented by the in-depth study and implementation of the CPC Central Committee’s Eight-Point Decision on Improving Party and Government Conduct to rigorously regulate all foreign-related conduct. The aim is to enable high-standard foreign affairs work to provide strong support for the district’s high-quality and green development.

Main items on the meeting’s agenda included conveying the guiding principles of the Foreign Affairs Meeting of the CPC Beijing Municipal Committee, the Meeting of the Municipal Leading Group for Improving Beijing’s Role as the Center for International Exchanges, the Meeting on People-to-People Diplomacy of the Foreign Affairs Committee of the CPC Beijing Municipal Committee, and the Municipal Conference on Foreign Affairs and Hong Kong and Macao Affairs. The meeting reviewed the 2025 Key Tasks of the Foreign Affairs Committee of the CPC Yanqing District Committee and the Yanqing District Leading Group for Improving Beijing’s Role as the Center for International Exchanges, and conducted a written deliberation on the 2024 Work Report of the Foreign Affairs Committee of the CPC Yanqing District Committee and the Yanqing District Leading Group for Improving Beijing’s Role as the Center for International Exchanges.
