Upholding the principle of “foreign affairs for the people”, the Beijing Foreign Affairs Office released the Safety Manual for Overseas Workers and launched a series of consular protection promotion activities in the lead-up to the National Security Education Day on April 15. These initiatives, targeting enterprises, communities, and overseas education agencies, have effectively enhanced the overseas risk prevention capabilities of citizens and foreign-related enterprises, thereby contributing to high-quality development through high-level security.

Systematic Framework Enables Full-Cycle Safety Solutions

The Safety Manual for Overseas Workers stands as another signature achievement in Beijing’s systematic efforts to promote consular protection. Covering the full-cycle—spanning the pre-departure, en route, abroad, and return phases, the manual provides guidelines on consular protection and assistance, daily safety precautions, and labor dispute resolution. By integrating standardized processes with scenario-based case studies, the manual delivers practical and actionable instructions that can be effectively applied in real-life situations.

Going forward, the Beijing Foreign Affairs Office will collaborate with relevant districts and organizations to promote the implementation of this manual in line with actual work conditions. These efforts aim for overall improvement in the coverage, precision, and effectiveness of consular protection promotion initiatives, ensuring the legitimate rights and interests of overseas workers are fully protected.

Tailored Consular Protection Services for Various Target Groups

The Beijing Foreign Affairs Office provided targeted consular protection services to diverse groups through a series of tailored initiatives. For instance, the “Lesson One for Overseas Safety” program at international education institutions enhanced the emergency response capabilities of young people through scenario simulations and case studies. Officials also conducted on-site consultations in  Xinjiekou Subdistrict, Xicheng District, using real-life cases and interactive Q&A sessions to address key issues such as safe overseas travel and emergency risk management. In addition, nearly 30 enterprises in the Mentougou Park of Zhongguancun Science Park participated in a special training session on legal risks of cross-border investment and overseas project safety assessments. At Lucheng Central Park, consular protection materials were distributed to citizens, accompanied by on-site advisory services. At the Consular Protection Lecture, experts were invited to answer questions from enterprises in the Beijing Economic-Technological Development Area (BDA), helping them address challenges related to overseas safety.

Interactive Session Makes Consular Protection Education More Effective

The event also featured a live video link with overseas students, where experts addressed their top safety concerns, such as “How to Respond to Personal Attacks” and “How to Identify Overseas Telecom Scams”.

A student representative shared, “This event couldn’t have come at a better time. It was incredibly helpful for us! It gave us a stronger sense of security and reassurance while studying abroad. We are deeply grateful to the Beijing Foreign Affairs Office for organizing such a meaningful activity and we’d love to see more opportunities for such exchanges and support in the future.”

A participant from Beijing Shiyuan Innovation Technology Co., Ltd. praised the Consular Protection Lecture, “The content was well-targeted and practical, offering insights into the international security landscape and sharpening our emergency response skills. It truly reflected the principle that ‘prevention is the best protection’, boosting our confidence as we expand our presence abroad.”

The Beijing Foreign Affairs Office will maintain the highest standards, expanding the reach of consular protection promotion and education initiatives to more universities, communities, and enterprises.
