On the afternoon of January 10, the Office of Foreign Affairs Committee of the CPC Beijing Municipal Committee and the Foreign Affairs Office (Hong Kong and Macao Affairs Office) of the People’s Government of Beijing Municipality held a meeting to review the work accomplished in 2024, analyzing the current situation, and outlining key tasks for 2025. Director-General Xiong Jiuling provided guidance and instructions for the upcoming work.
As pointed out in the meeting
The year 2024 marks the 75th anniversary of the founding of the People’s Republic of China and is a crucial year for achieving the goals and tasks outlined in the 14th Five-Year Plan. Under the strong leadership of the CPC Beijing Municipal Committee and the Beijing Municipal Government, Beijing Foreign Affairs Office has served the overall foreign affairs work of the Party and the country with all-out efforts. It actively facilitates the country’s endeavors to build a global network of partnerships, ensuring full success of the Beijing Summit of the Forum on China-Africa Cooperation (FOCAC). More detailed measures have been implemented to strengthen Beijing’s role as a center for international exchanges, with steady improvements in its carrying capacity, thereby making life more convenient for foreign nationals in the city. The Ten Measures to Promote Investment through Work in Foreign Affairs, Hong Kong and Macao has been formulated and implemented. Policy packages such as meetings for investment attraction, overseas investment solicitation, platform-based investment promotion, and institutional investment attraction, have been put in place to provide all-around services for investors, contributing to the high-quality development of the capital. In addition, relevant tasks for holding the Hong Kong/Beijing Co-operation Conference and the Beijing-Macao Cooperation Conference have been effectively coordinated and implemented. New progress can be seen in the continuous improvements of foreign affairs management and services.
As stressed in the meeting
The year 2025 marks the conclusion of the 14th Five-Year Plan and is also a critical year for ensuring a good start to the “15th Five-Year Plan”. We should uphold a historical, comprehensive, and dialectical perspective to accurately assess current circumstances and trends, risks and opportunities, and advantages and disadvantages. It is also essential to enhance the ability to correctly identify, properly manage, and actively seek changes.
As required by the meeting
In 2025, the following tasks will be prioritized: First, serve the overall foreign affairs work of the Party and the country to ensure the success of the major diplomatic and state events with all-out efforts. Second, adopt a task-oriented approach to achieve significant progress in improving Beijing’s role as a center for international exchanges. Third, leverage abundant resources and channels in foreign affairs and Hong Kong and Macao affairs to effectively serve Beijing’s high-level opening-up and development. Fourth, deepen sister-city exchanges and people-to-people diplomacy to consolidate and expand Beijing’s international network of friends. Fifth, improve the institutional mechanisms for the Party’s leadership over Hong Kong and Macao affairs, and further coordinate efforts in these areas. Sixth, utilize various entry and exit facilitation measures to continuously improve foreign-related management and services. Seventh, improve various divisions and enhance the capacity of officials so as to cultivate a high-caliber foreign affairs team.
