On July 23, the Exit-Entry Administration of Beijing Municipal Public Security Bureau announced entry and exit facilitation measures for the 2024 China International Fair for Trade in Services (CIFTIS). Foreign exhibitors of the CIFTIS are now eligible to apply for a port visa to enter China at either Beijing Capital International Airport or Beijing Daxing International Airport with invitation letters. They could also apply for visa extension, replacement and reissue for follow-up business negotiations and project investments in China after the fair concludes. The CIFTIS will, for the first time, set up an on-site entry and exit service counter, offering policy consultation and convenient application for entry and exit permits to the exhibitors.
To ensure the successful convening of the 2024 CIFTIS, the administration has launched the “Sailing Project”, according to Guo Ruijun, Deputy Director General of the Exit-Entry Administration of Beijing Municipal Public Security Bureau. “We will assist the foreign nationals who do not have enough time to apply for a Chinese visa abroad in applying for a port visa,” said Guo. To do so, their inviting entities should send the invitation letter, photocopied identity certificates and other supporting documents to the Beijing port visa authority at bjcrjka@nia.gov.cn prior to their arrival. The working staff will complete the pre-acceptance procedure within 24 hours and an online Pre-Acceptance Receipt will be issued after initial review. Foreign exhibitors of the CIFTIS could use this receipt to board flights from abroad and apply for a port visa at airports upon arrival in Beijing. Port Visa Offices work 24/7 at Terminal 2 and Terminal 3 of Beijing Capital International Airport and Beijing Daxing International Airport, providing readily available services.
CIFTIS exhibitors from overseas could also apply for visa extension, replacement and reissue for follow-up business negotiations and project investments in China after the fair concludes. There are 21 Foreigner Entry-Exit Service Halls scattered in 16 districts of Beijing, and foreigners in need could file an application at a service hall in their vicinity. Dedicated windows for the “Sailing Project” have also been set up to provide fast-track services. Qualified foreign corporate executives could apply for a permanent residence permit with relevant recommendation letters.
In accordance with relevant provisions, overseas visitors living in China shall complete accommodation registration. To provide a more convenient service, The Exit-Entry Administration of Beijing Municipal Public Security Bureau has launched the online application for accommodation registration. CIFTIS exhibitors from overseas can now make self-declaration on computers or mobile devices. “After scanning the QR code, you only need to sign in, take an on-site picture and double- check the information to complete the registration, making ‘mobile registration’ a reality,” said Guo. The system offers six languages, including Chinese, English, Russian, French, Japanese and Korean, facilitating the process of accommodation registration.
Chinese mainland companies participating in the CIFTIS and seeking to expand business in Hong Kong and Macao can now benefit from a range of convenient services launched by the Exit-Entry Administration of Beijing Municipal Public Security Bureau. These services aim to facilitate multiple visits of their staff to Hong Kong and Macao for business purposes. In terms of “Premium Services”, applicants from these companies are exempted from tax certificates and the restriction on the number of applicants put on record when filing applications for business endorsements for Hong Kong and Macao. They could change the applicant number at any time and apply for multi-entry business endorsements within a year as needed, with each stay period extending to 14 days. In terms of “Streamlined Procedures”, companies filing applications for business endorsements for Hong Kong and Macao only need to submit a copy of their business license with the corporate seal and ID card of the applicants put on record, instead of the original documents. In terms of “Fast Processing”, applicants put on record could get on a fast track to apply for business endorsements in case of business activities on a short notice.
Besides, foreign nationals participating in the CIFTIS who lose their passports, could obtain a certificate reporting the loss of a foreigner’s passport at a local police station or Foreigner Entry-Exit Service Hall in their vicinity, and apply for reissuing a passport at their respective embassies in China. The Exit-Entry Administration of Beijing Municipal Public Security Bureau also offers fast-track services for emergency departure.
Our reporter learns that, the Exit-Entry Administration of Beijing Municipal Public Security Bureau will set up entry and exit service counters for the first time at China National Convention Center and Shougang Park during the 2024 CIFTIS. These counters will provide policy consultations, appointments for visa application, pre-reviews and other facilitation services.
