On November 7, 2023, a ceremony was held in Beijing for the entry into force of the Convention Abolishing the Requirement of Legalisation for Foreign Public Documents in China and the issuance of the first Apostille Certificates. Wu Xi, Director-General of the Department of Consular Affairs of the Foreign Ministry attended the event and delivered a speech. Together with officials from relevant government departments, she launched the ceremony and presented China's first Apostille Certificate.

Director-General Wu said that the implementation of the Convention will greatly reduce the time and cost of cross-border transfer of Chinese and foreign documents, further optimizing China's business environment. As the competent authority, the Ministry of Foreign Affairs will take this opportunity to introduce more practical measures in serving the new development paradigm, advancing high-level opening-up, and promoting people-to-people exchanges between China and the world.
