“Two Zones”
These refer to the National Integrated Demonstration Zone for Greater Openness in the Services Sector, and the China (Beijing) Pilot Free Trade Zone. Development of these two zones is a pioneering effort to explore and establish a new institutional framework for higher-level open economy in China. Anchored in the “3+1” focus—technological innovation, service sector liberalization, and the digital economy, along with the coordinated development of the Beijing-Tianjin-Hebei region, the “two zones” seek to align with high-standard international economic and trade rules, and contribute to a first-rate business environment that is market-oriented, law-based, enabling, and internationalized. These efforts aim to stimulate high-quality development with a new level of openness.
