On the morning of October 16, the 2025 World Intelligent Connected Vehicles Conference (WICV 2025) opened at the Beiren Etrong International Exhibition & Convention Center. Yin Li, Member of the Political Bureau of the CPC Central Committee and Secretary of the CPC Beijing Municipal Committee; Wan Gang, President of the China Association for Science and Technology (CAST); Liu Wei, Minister of Transport; Qi Yanjun, Vice Minister of Public Security (in charge of daily operations); and Yin Yong, Deputy Secretary of the CPC Beijing Municipal Committee and Mayor of Beijing, attended the Opening Ceremony.

In his remarks, Yin Li extended a warm welcome to all participants and expressed gratitude for their long-standing care and support for Beijing’s development. He noted that the world is now witnessing a new round of sci-tech revolution and industrial transformation, which is giving rise to new industries, new business models, and new growth drivers. The Chinese government attaches great importance to the development of intelligent connected vehicles (ICVs). In recent years, as artificial intelligence (AI) and information and communication technologies (ICT) have advanced rapidly, ICVs have gradually entered households, profoundly transforming the way people live and work. Beijing, as one of China’s major automotive industry bases, will leverage its role as an international innovation center and a global pacesetter in the digital economy to build a hub for ICV development. We stand ready to work with all parties to advance innovation in key technologies. This includes deepening collaboration among automakers, universities, and research institutions, and jointly building open and shared innovation platforms, so as to promote breakthroughs in core technologies. It is crucial to enhance industrial development by developing the Beijing-Tianjin-Hebei ICV Industrial Park, accelerating product iteration, upgrading and application, nurturing more leading enterprises and specialized “champion” firms, and building a world-class ICV industrial cluster. Joint efforts are underway to improve the industry’s development environment and refine the system of standards and regulations. Infrastructure for charging, battery swapping, and intelligent road networks will be strengthened to support higher-level and multi-scenario applications. We also seek to enhance management and ensure safety, with the aim of fostering a better industrial ecosystem. Furthermore, we will promote international exchanges and cooperation, boost the resilience and stability of global industrial and supply chains, advance mutual recognition of technologies and joint talent development, and facilitate more practical cooperation between Chinese and foreign automakers to achieve win-win outcomes.

Liu Wei stated in his remarks that the Chinese government attaches great importance to promoting high-quality development of the transport sector through innovation. In recent years, the Ministry of Transport (MOT) has implemented the important instructions of General Secretary Xi Jinping, leveraging AI to advance pilot projects for intelligent transport applications. These efforts have produced a number of typical application scenarios that are mature, practical, and replicable. Looking ahead, we must remain committed to innovation-driven development, strengthen the supply of key technologies, accelerate the applications of innovation scenarios, provide stronger support in essential factors, and optimize the industrial ecosystem. We will develop of new quality productive forces in line with local conditions, and take high-quality development and high-standard safety in the transport sector to new heights. Steps are being taken to accelerate the establishment of an intelligent, comprehensive, and multidimensional transport network, driving the deep integration of AI with the transportation sector. We will remain committed to engaging with the world and keeping pace with the times, further advancing international cooperation in the ICV sector and contributing to the vision of “easier movement of people and smoother flow of goods”.

During the Opening Ceremony, Wan Gang delivered a keynote speech. Xin Guobin, Vice Minister of Industry and Information Technology, and Hildegard Müller, President of the German Association of the Automotive Industry (VDA), also delivered speeches. The event saw the release of the Phased Achievements of the “Vehicle-Road-Cloud Integration” Pilot Program of Intelligent Connected Vehicle and the launch of the National Artificial Intelligence Application Pilot Base (Manufacturing Sector - Automotive Focus).

After the ceremony, attending leaders toured exhibition booths of several enterprises and visited themed zones featuring China’s chips, the application of “vehicle-road-cloud integration” and the urban reception hall in autonomous driving to gain deeper insights into cutting-edge technological innovations and industrial development.

Leaders from relevant central government departments and Beijing municipality, foreign government officials, diplomatic envoys to China, heads of relevant international organizations, as well as experts, scholars, and business representatives attended the event.
