Yin Yong, Mayor of Beijing, met with Dossaev Erbolat Askarbekovich, Akim of Almaty City, Kazakhstan, on the afternoon of February 17.

Yin said that China and Kazakhstan are good neighbors, friends, and partners closely linked by mountains and rivers. Last July, Chinese President Xi Jinping paid a state visit to Kazakhstan, during which the two heads of state announced the decision to further consolidate the China-Kazakhstan permanent comprehensive strategic partnership at a higher level. The two countries have agreed to jointly pursue a shared future, guided by the spirit of lasting friendship, profound mutual trust and solidarity, and shared prosperity. In line with the important consensus reached by the two heads of state, we are ready to enhance communication with Almaty City and actively facilitate exchange and mutual learning in urban governance. The aim is to continuously strengthen the friendly and cooperative relationship between the two cities, thereby elevating China-Kazakhstan relations to new heights. In recent years, Beijing has fully implemented the Master Plan of Development for Beijing (2016-2035), bolstering its position as the “four centers” and pursuing high-quality growth with reduced input. The city has been actively exploring an effective super-large city governance system, leading to a profound transformation in its development model. Beijing is striving to establish itself as a world-class, harmonious, and livable city. Yin highlighted that Beijing is committed to deepening exchange and cooperation with Almaty City in urban planning, trade and economy, transportation governance, education, and other fields.

Dossaev spoke highly of Beijing’s urban governance achievements, noting that the relationship between the two cities plays a very important role in the broader context of China-Kazakhstan relations. Almaty City stands ready to implement the consensus reached by the two heads of state, and strengthen experience exchange with Beijing in fields such as urban governance, environmental protection, and transportation management. This will foster more fruitful outcomes in bilateral cooperation across various sectors, thereby making a greater contribution to the enduring friendship between the two countries.

Nuryshev Shakhrat, Ambassador of Kazakhstan to China; Abdykadyrov Alisher Elisuly, Deputy Akim of Almaty City; and Zeng Jin, Secretary-General of the People’s Government of Beijing Municipality, attended the meeting.
