It  gives me great pleasure to pay a state visit to the Republic of Peru  again and attend the 31st APEC Economic Leaders' Meeting at the  invitation of President Dina Ercilia Boluarte Zegarra. It is a great  pleasure for me to set foot on this land once again, a land with a long  history, beauty, and abundant resources. On behalf of the Chinese  government and people, I would like to extend heartfelt greetings and  best wishes to the government and people of Peru.

China  and Peru enjoy a time-honored friendship, and the China-Peru friendship  is deeply rooted in the hearts of the people. More than 400 years ago,  the people of both countries began their friendly exchanges through the  Maritime Silk Road and the "Manila Galleon", also known as the "Ship of  China". 53 years ago, China and Peru established diplomatic relations,  making Peru one of the first Latin American countries to establish  diplomatic relations with the People's Republic of China. In recent  years, with the joint efforts of both sides, China-Peru relations have  continued to develop in depth. Political mutual trust between the two  countries has been increasingly consolidated, and the two sides have  shown mutual understanding and support on issues related to each other's  core interests and major concerns. China has been Peru's largest  trading partner and the largest export market for ten consecutive years,  and steady progress has been made on major cooperation projects in  fields such as mining and infrastructure construction, bringing tangible  benefits to the people of both countries.

During  my visit, I will hold talks with President Boluarte to have an in-depth  exchange of views on China-Peru relations, practical cooperation in  various fields, and international and regional issues of mutual concern.  I will also attend the inauguration ceremony of the Chancay Port with  President Boluarte. I believe that with the joint efforts of both sides,  this visit will elevate the China-Peru comprehensive strategic  partnership to new heights and promote more new outcomes in bilateral  practical cooperation across various fields.

I  also look forward to attending the 31st APEC Economic Leaders' Meeting  and working with all parties to ensure its full success and make new  contributions to building an open Asia-Pacific economy, promoting global  economic growth, and jointly building an Asia-Pacific community with a  shared future.
