International Business Leaders Share Insights on High-Level International Cooperation and Livable Smart City at the IBLAC Meeting

On March 22, the 16th Meeting of the International Business Leaders Advisory Council for the Mayor of Beijing (IBLAC) was held. At the meeting, 16 international business leaders provided suggestions on Beijing’s development, with a focus on topics including “Enhancing Growth Momentum Through High-standard International Cooperation” and “Building A Livable and Smart City Through Green and Sustainable Practices”. The meeting was chaired by Yin Yong, Deputy Secretary of the CPC Beijing Municipal Committee and Mayor of Beijing.

In his keynote speech, Yin Yong noted that Beijing has made great progress and undergone profound transformation in recent years by keeping to its strategic positioning as the capital and implementing the Master Plan of Development for Beijing (2016-2035). Efforts have been made to strengthen Beijing’s role as the “four centers” and its capacity to deliver the “four services”, and to pursue high-quality development with reduced input. As the capital city, Beijing is dedicated to fulfilling its role by incorporating the “five key initiatives” into the new development paradigm, which involves greater efforts to build Beijing into a global pacesetter in the digital economy, develop the “two zones” and an international innovation center, promote Beijing-Tianjin-Hebei coordinated development, and stimulate and create new demand through supply-side structural reform. Fiscal, financial, industrial, regional, and social policy tools have been used in a coordinated manner to improve government services and advance high-quality development. He encouraged advisors to share insights on international best practices and industry development trends in fields that are of both immediate and long-term significance to Beijing, and contribute expertise to the city’s high-quality development.

During the one-day IBLAC roundtable and closed-door meetings, 16 advisors put forward constructive suggestions for optimizing the environment for international cooperation and development, establishing the “Beijing Services” brand, speeding up the deep integration of the digital and real economy, building a city featuring low-carbon and circular development, and realizing high-quality development of the Beijing Municipal Administrative Center (BMC), among other topics.

After exchanges and discussions with the advisors, Yin Yong expressed appreciation for their forward-looking, innovative, practical and feasible suggestions proposed in light of global development trends and future industry priorities, and the actual situation of Beijing, which will play a vital role in driving the development in the city. The suggestions will be carefully studied and implemented as Beijing endeavors to further deepen reform and opening-up, systematically improve policy frameworks, enhance capacity to deliver tailored services for businesses, and create an internationalized first-class business environment to better support the development of international enterprises in Beijing. Advisors were encouraged to maintain close communications with Beijing, share experience, propose suggestions, expand investment and presence in Beijing, and advance higher-level international cooperation in such fields as tech innovation, digital economy, urban governance, and low-carbon transformation. Yin Yong expressed hope for more mutually beneficial and win-win achievements under joint efforts.

Yin Yong presented letters of appointment to 13 new advisors before the IBLAC meeting.

Municipal leaders Yu Yingjie, Tan Xuxiang, Ma Jun, Gao Peng, Sima Hong, and Mu Peng, Secretary General of the People’s Government of Beijing Municipality attended the meeting.
