Themed "Digital Empowerment for a Green Future", the 2022 Global Energy Transition Forum kicked off in Beijing on September 17. Huang Runqiu, Minister of Ecology and Environment, addressed the forum. Chen Jining, Deputy Secretary of the CPC Beijing Municipal Committee and Mayor of Beijing, announced the opening of the forum and delivered a speech.

Huang Runqiu said that since the 18th National Congress of the Communist Party of China, guided by Xi Jinping thought on eco-civilization, China has made the response to climate change an important part of its efforts to achieve eco-environmental progress and high-quality development. It has continuously made progress in pursuing green economic and social development and made positive contributions to the global response to climate change. As the new journey to build China into a modern socialist country in all respects has begun, concerted efforts will be made to cut carbon emissions, reduce pollution, expand green development, and pursue economic growth, and make solid and effective efforts to achieve the carbon peaking and carbon neutrality goals. This will enable green transition in the course of economic development and greater development through green transition. China will implement the strategy for energy security proposed by President Xi Jinping to build a clean, low-carbon, safe, and highly-efficient energy system. Policy systems that are conducive to green and low-carbon development will be improved and efforts will be redoubled in promoting eco-friendly ways of production and life. By continuing to address issues at the source through systematic and holistic approaches, China will create synergy of anti-pollution and carbon reduction. China will actively take part in and lead global climate governance to promote the building of a human community with a shared future.

Chen Jining said that energy transition is key to achieving China's "dual carbon" goals. Beijing will follow Xi Jinping thought on eco-civilization, implement the new national strategy for energy security, and work for a complete transition to a greener economy and society, striving to play an exemplary and leading role in achieving the country's "dual carbon" goals. Beijing will deepen energy mix readjustment by conserving energy, promoting the use of clean coal, and reducing the use of gas and oil, and promote the use of electricity in end use energy consumption. Beijing will focus on energy conservation in key fields, and promote the restructuring of the energy generation and utilization system. Beijing will pursue technological innovation-driven development, build Huairou National Laboratory and "Energy Valley" in the Future Science City to a high standard, focus on key technologies, plan and build scientific research service platforms, strengthen cutting-edge technological innovation, strengthen the integration of digital and energy technologies, and promote the transformation of technological innovation paradigm to accelerate innovation breakthroughs. Beijing will advance scenario-driven development by supporting key users in building energy storage facilities in a scientific way, building comprehensive smart energy parks, and promoting the application of hydrogen energy in multiple scenarios. Beijing will set up a high-standard national demonstration zone for green development in the Beijing Municipal Administrative Center and build an energy industry ecosystem. Beijing will promote local legislation, accelerate the development of green finance, improve the evaluation mechanism for financing efficiency, innovate regulatory models, and establish an institutional system to support energy transition. Beijing sincerely invites people from all sectors of society to invest and start businesses in Beijing to create a green and better future for all.

Zhang Jianhua, Director of National Energy Administration, Zhao Shitang, Deputy Director of State-owned Assets Supervision and Administration Commission of the State Council, and Long Guoqiang, Vice-President of Development Research Center of the State Council, delivered speeches. Steven Chu, former United States Secretary of Energy and recipient of the Nobel Prize in Physics, delivered a video speech.

The forum was attended by Liu Guoyue, Chairman of China Energy, Jin Wei, member of the Standing Committee of CPC Beijing Municipal Committee and Vice Mayor of Beijing, and Dai Binbin, Secretary-General of the People's Government of Beijing Municipality.
