On the afternoon of September 3, the Standing Committee of the CPC Beijing Municipal Committee held an enlarged meeting to study and implement the guiding principles of remarks by General Secretary Xi Jinping at the Global Trade in Services Summit of the 2021 China International Fair for Trade in Services. Cai Qi, Secretary of the CPC Beijing Municipal Committee, presided over the meeting.
The meeting noted that following his remarks to the CIFTIS last year, General Secretary Xi Jinping delivered important remarks again via video this year. This demonstrates the importance attached to the CIFTIS and the great attention given to the capital city by the CPC Central Committee, which is a tremendous encouragement and driving force for us. General Secretary Xi Jinping insightfully specified the important role of trade in services in fostering a new development paradigm and proposed four initiatives to share opportunities in the growth of services trade and promote world economic recovery and growth, which accentuated China's pursuit of peace, development and win-win cooperation and its unswerving determination to expand opening up. The relevant policies to further support the development of Beijing were clarified, which provides excellent opportunities and strong impetus for us to advance the high-quality development for Beijing. We must study and understand the remarks earnestly, align our mentality and action with the important guiding principles of the remarks, and act on them resolutely.
The meeting emphasized that Beijing has distinct strengths in trade in services and it must take the responsibility as a pacesetter across the country. We will continue to deepen innovation in key areas of trade in services such as finance, information, and culture, and build a national demonstration zone of innovation-driven development of trade in services. The trial implementation of the negative list for cross-border trade in services will be carried out to enhance openness and convenience. We will support enterprises to expand the market along the "Belt and Road", leverage technological innovation and professional services to develop a number of jointly built brands. We will also advance the formation of the Global Alliance for Trade in Services. We will continue to hold distinctive, fruitful and more international CIFTIS, and build it into a strong brand to showcase an open and developing China and an effective mechanism for promoting high-quality development. The forums and exhibitions shall be well-organized with good coordination between China National Convention Center and Shougang Park and stringent pandemic prevention measures. We will make CIFTIS an ongoing event with regular online and offline activities.
The meeting emphasized that the three policies put forward by the CPC Central Committee will lend strong impetus to the high-quality development of Beijing's economy. We must take full advantage of the policies to seize opportunities and ride the momentum. On the one hand, we will pilot the alignment of domestic rules with the ones in high-standard international free trade agreements by exploring more innovative and effective policies in areas such as trade and investment facilitation, e-commerce, cross-border trade in services, and intellectual property protection. We will raise our voice in the international community by actively participating in the formulation of international rules. On the other hand, we will put efforts into building a global model city of digital economy and a digital trade demonstration zone to promote the digitalization of trade and digital trade. We will make good use of the Beijing International Big Data Exchange and effectively carry forward the construction of the Haidian Digital Trade Port, Daxing International Trade Digitalization Demonstration Zone, and Jinzhan International Cooperation Service Zone.
The meeting emphasized that the establishment of the Beijing Stock Exchange was a major decision made by the CPC Central Committee to promote the innovation-driven development of small- and medium-sized enterprises (SMEs) and an important institutional arrangement for improving the multi-level capital market system. In addition, it offers a major strategic opportunity to support the construction of Beijing as a global sci-tech innovation hub, improve the city's functions as a national financial regulation center, and boost high-quality economic development. We must actively assist the China Securities Regulatory Commission by adhering to the market positioning to serve SMEs and facilitating the smooth implementation of the reform of the New Third Board (National Equities Exchange and Quotations). We will create a healthy financial ecology and nurture a group of innovative sci-tech enterprises with international competitiveness.
The meeting emphasized that we must take the opportunity of implementing the three policies to make greater progress in developing the "Two Zones." We will pay close attention to the "seven groups in three sub-zones" and other key functional areas, and attract more foreign-funded projects, large projects, and private projects. We will build high-standard landmark projects such as a national certified emission reduction trade center, focus on the construction of Beijing China-Germany Industrial Park and Beijing China-Japan Innovation and Cooperation Demonstration Zone, and strive for the completion and acceptance of Daxing Airport Comprehensive Bonded Zone and the approval of Yizhuang Comprehensive Bonded Zone within this year. We will actively promote institutional innovation and optimize the ecosystem of innovation and entrepreneurship.
