The Meeting on People-to-People Diplomacy of the Foreign Affairs Committee of the CPC Beijing Municipal Committee was held on March 27, which reviewed the work in 2025 and outlined key tasks for 2026. The meeting stressed the importance of advancing the capital’s people-to-people diplomacy in the new era. It called for the thorough implementation of the central government’s decisions and arrangements, with a focus on serving the overall national diplomacy and capital’s development in the new era. Guided by the goal of building a high-standard international exchange center, efforts should be made to establish a correct understanding of what it means to perform well and act accordingly, and ensure both development and security. The meeting also highlighted the need to rally broader international people-to-people friendly groups, and to promote new progress in the capital’s foreign affairs work.

The meeting urged closer alignment with central priorities and the national diplomatic arrangements, with active support for major diplomatic programs through well-designed supporting people-to-people activities, thereby serving the country’s overall diplomacy. It also called for better leveraging Beijing’s strengths and resources in people-to-people diplomacy, continuously enhancing people-to-people connectivity, and implementing a number of small yet beautiful livelihood projects to foster a solid foundation of public goodwill. Further efforts should be made to enhance the level, frequency, and dynamism of exchanges, promote tangible outcomes in people-to-people cooperation, and better support high-quality development of the capital. Relying on historical and cultural heritage such as the Beijing Central Axis and the Great Wall, new highlights should be explored in telling Beijing’s story well. It is essential to uphold the Party’s overall leadership, strengthen coordination, and promote closer cross-sector collaboration. All member departments and districts must strictly fulfill their principal responsibilities, practice the concept of “broader coordination”, prioritize enhancing the international engagement capacity and foreign affairs literacy of non-governmental actors, and open up a new chapter in the capital’s people-to-people diplomacy.
