Based on the Plan of Beijing for Strengthening Its Role as the Center for International Exchanges During the 14th Five-Year Plan Period and the region's positioning, Miyun District has made headway in strengthening Beijing's role as the center for international exchanges by giving full play to its strength in resources, continuously improving the infrastructure and soft power for international exchanges, and driving the high-quality development of the district.

1. Adhere to green development and pool international high-end resources

By giving full play to the major role of Miyun Park of Zhongguancun Science Park in green and high-quality development, Miyun District has pushed ahead with the construction of key brick-and-mortar facilities, such as JD's smart logistics park, and attracted foreign-funded enterprises from the United States, Italy, South Korea, and other countries to settle and develop here.

By letting the east section of Huairou Science City serve as an engine driving the growth of the surrounding areas, a regional development pattern with "one strategic development belt, four development belts for local culture, tourism and recreation, and several signature towns and specialty industries" has taken shape. The Earth System Science Numerical Simulator Facility was completed ahead of schedule, becoming the first big-science facility that was put into use in Huairou Science City.

Online event for promoting Beijing's "two zones" (Germany session)

A number of online "cloud exchange" activities were held with Bordeaux, France, and Berlin, Frankfurt and Cologne of Germany, to help enhance the quality and scale of development. At the online promotional event for Beijing's "two zones" development dedicated to Germany, over 30 German enterprises participated to communicate with counterparts in the industries of sightseeing flights, recreational sports, and cultural and tourism services.

2. Deepen friendly interactions for a larger network of friends

Interactions have been strengthened with sister cities such as Yamanouchi Town in Nagano Prefecture, Japan; Friendly and cooperative relations have been developed with Gwangjin District in Seoul, Korea and Bordeaux, France, through online exchanges; Support has been given to the preparation of the Ninth Trilateral Foreign Ministers' Meeting Among the People's Republic of China, the Republic of Korea and Japan; Exchange activities such as China-Japan Tree Planting in Miyun have been carried out.

Exchange with visiting scholars from Lower Hutt, New Zealand

Efforts have been made to establish sister school relationships between schools in the district and elementary and middle schools in the United States and South Korea. Also, a visiting scholar agreement has been reached with Lower Hutt, New Zealand. Through mutual learning, a bridge of friendship has been built between teachers and students from China and foreign countries.

3. Leverage institutional strengths to improve the international service environment

With efforts in policy-making and institutional design, among others, the "1+3+N" policies and detailed rules have been put in place to help global talent obtain permanent residency, enroll their children in nursery schools and kindergartens, apply for housing subsidies, and access medical services. Together with the multilingual government services, a more vibrant international business environment has been created.

Improve the international service environment

A team of volunteers has been established to provide multilingual translation services including English, Japanese and Korean, so as to break the language barriers for foreign nationals. Work has been done to invite personnel from foreign companies to China while preventing inbound COVID-19 cases.

4. Integrate cultural and tourism resources to upgrade recreation services to be more international

To create the image of "Picturesque Miyun", a number of unique and typical international tourism routes have been designed around key scenic spots such as Gubei Water Town, with Miyun Reservoir and the Great Wall culture belt as its core, and special activities such as the Great Wall Cultural Festival have been hosted to promote Miyun to the world. The number of boutique countryside inns has increased to 33, and the number of boutique B&Bs to 332, among which 300 of them such as Moshanghuakai Homestay have become internet-famous sites.

Through the Miyun Eco Marathon, the district aims to promote its green and ecological culture to runners at home and abroad and create a new name card for the city. To accelerate the development of the snow town, the snow carnival has  integrated both "Chinese features" and "international style". Centering on the wine industry, the development of modern agriculture and wineries has been boosted and the Beijing Miyun Bordeaux Wine Festival has been held.
