Relying on the Beijing Daxing International Airport Economic Zone, Daxing District has seized the opportunities to launch a number of demonstration projects. This served as a new engine for the opening-up of the capital, thus improving Beijing's role as a center for international exchanges with concrete actions.
I. Accelerate Development of the Airport Economic Zone to Pilot the Alignment with International Trade Rules
To build itself into a pacesetter in expanding opening-up, the Airport Economic Zone is undergoing rapid development, with a total of 4,412 enterprises registered by the end of 2022. In addition, the construction of the International Aviation Headquarters Park kicked off, the Airport Development Service Center was put into operation, and solid outcomes were achieved in the building of a high-quality airport city.

As Daxing has piloted the alignment of domestic rules with the ones in high-standard international free trade agreements, the Beijing-Tianjin-Hebei region now has the first cross-border data compliance service platform and the first public service platform for offshore trade. To expand the airport industrial cluster, the following measures have been taken: allowing property developers to apply for multiple licenses in one day and start construction upon land acquisition; establishing seven overseas offices in places like Europe and Middle East; attracting 18 leading companies at home and abroad like Meituan Smart Logistics and Boston Consulting Group (BCG); and signing five cross-border deals.
II. Promote Foreign Exchanges to Broaden the Channels and Areas of International Communication
Daxing has held international dialogues, pooled together resources, and recruited global talent through online and offline events like the international seminar on "China's Leading Role in the Green Hydrogen Era", "Foreign Enterprises in the Demonstration Zone - Carbon Peaking and Carbon Neutrality Session", and "Visit to the Airport City by Diplomatic Missions to China".
Foreign Journalists Visit Daxing Biomedicine Industrial Base
Efforts have been made in the promotion of key industries. In May 2020, an interview with foreign journalists themed on economic reopening and tech-empowered COVID-19 containment took place in Juxiechang (Beijing) Pharmaceutical Co., Ltd, a Daxing-based enterprise. The activity was organized by the Information Department of the Ministry of Foreign Affairs, the Foreign Affairs Office of the People's Government of Beijing Municipality, and the Beijing Municipal Bureau of Economy and Information Technology. In October 2022, Daxing, together with the Foreign Affairs Office of the People's Government of Beijing Municipality, invited foreign journalists from mainstream media of more than 60 countries in Asia-Pacific, Africa, the Middle East, Eurasia, Latin America and the Caribbean to SINOVAC Biotech Ltd, Yiling Pharmaceutical, among others. The aim was to raise international awareness of Beijing's strengths in pharmaceutical and health industries, help local businesses expand their global footprint, and deepen international cooperation.
III. Improve International Language Environment and Strengthen International Service Capacity
To enhance the international language environment, efforts have been made to promote the Regulations of Beijing Municipality on Improving Language Environment for International Exchanges and to monitor its implementation. The pool of talent with foreign-language skills has been reviewed, which includes volunteers in seven languages, to provide language services for diplomatic activities and in the case of foreign-related emergencies.
Beijing's First Integrated Service Center Allowing Both Chinese and Foreigners to Apply for Multiple Permits
To better disseminate relevant policies and measures, ongoing improvement has been made to the English version of the official website of the Daxing District Government. Thanks to the international talent service center, which allows both Chinese and foreigners to apply for multiple permits, services related to foreign visas, affairs for Chinese nationals and foreign nationals, and talent introduction can be handled at a single counter here, making it more convenient for foreigners to work and live in Beijing.
IV. Upgrade Industries and Develop Open Economy
A global investment promotion conference was held, seeing solid outcomes such as a total investment of more than two billion US dollars, more than 400 new projects added to the "two zones" development, and the commercialization of 30 key scientific research projects, such as the world's top detonation engine "Qing Hang Daxing". A number of key parks were expanded and upgraded, including the service center of the Beijing China-Japan Innovation and Cooperation Demonstration Zone.
