On September 16, Mr. Feng Jian, member of the Leading Party Members' Group and Deputy Director General of the Foreign Affairs Office of the Beijing Municipal Government, stated that as part of the strategy of building Beijing into "four centers," promoting Beijing's role as the Center for International Exchanges is an overarching goal of the city and the responsibility of all districts.
Feng Jian noted the Plan of Beijing Municipality for Strengthening Its Role as the Center for International Exchanges during the 14th Five-Year Plan Period takes into account the respective location characteristics and resources of the 16 districts and the Economic-Technological Development Area and clarifies the functional positioning of each district in the overall layout of promoting Beijing's role as the Center for International Exchanges, providing guidance for each district's development. Major projects and key tasks span across all districts of the city.
The reporter learned that, Dongcheng District and Xicheng District will strengthen their function serving major national events, building important window areas to demonstrate the country and the capital's images and become core places serving the function of the Center for International Exchanges.
Taking full advantage of its strength in international finance and international business, Chaoyang District will rely on its Beijing CBD, Olympic Sports Center Area, Jinzhan International Cooperation Service Area, and foreign embassy area to enhance the all-around capacity of hosting diplomatic and international activities.
Haidian District will rely on its rich history and culture of "Three Mountains and Five Palaces" to improve the foreign-related reception services. With a focus on Zhongguancun Science City, it will strengthen the integration of resources from universities, research institutions, and industrial function zones, attract high-end innovators and build a Chinese hub in the global innovation network.
Fengtai District will keep developing the Capital New Business District, Lize Financial Business District, Zhongguancun Fengtai Science Park, and Lugou Bridge-Wanping City area, creating a new growth engine for the development of the southern area.
With the gradual formation of the Chang'an Financial Axis and New Shougang Comprehensive Service Zone for High-end Industries, Shijingshan District will combine the transformation of industrial legacy with the development of Winter Olympics and sports, building an ice and snow landmark and culture brand for the capital.
Rich in Jingxi cultural heritage assets and ecological resources, Mentougou District will accelerate the construction of key functional areas such as Jingxi Industrial Transformation and Upgrade Demonstration Zone, building a unique cultural demonstration room in West Beijing.
Fangshan District will foster new advantages of international exchanges, do a good job planning and building an international conference and exhibition area, an international cultural exchange area, and a global tourist destination.
Positioned as the "Beijing Municipal Center", Tongzhou District will seize the opportunity to establish a new pacesetter for international exchanges by attracting high-end factors of production and reinforcing the supply of international professional services.
Shunyi District will rely on its Tianzhu Comprehensive Bonded Zone, the BCIA Economic Demonstration Zone, and Phase II and Phase III projects of NCIEC to strengthen its functions as an airport hub and of business exhibitions, creating an important gateway to the world.
Changping District will keep building the Future Science Park, strive to create a world- leading "Life Sciences Valley" and an "Energy Valley" with global influence and speed up the research-education-industry integration of Shahe University Park.
Daxing District will rely on its Daxing International Airport, Airport Economic Zone, and Sino-Japan Innovation Cooperation Demonstration Zone to provide high-quality services for major national events. Cultural demonstrations will be arranged at key places along the city's southern central axis, its extension, as well as the transportation corridor as part of international exchanges, building a gateway showcasing the major-country image.
Huairou District will establish a core zone that serves top-level international exchange activities and a world-class original innovation hub that matches national strategic requirements revolving around Yanqi Lake International Conference Resort and Huairou Science City.
Taking the opportunity of successfully hosting the World Leisure Congress, Pinggu District endeavors to improve its functionality as a tourist attraction and plans to organize high-quality international leisure activities as the "Ecological Leisure District".
Miyun District will rely on Miyun Sub-park of the Zhongguancun National Independent Innovation Demonstration Zone and east part of Huairou Science City to attract high-end factors of production, and continue the optimization of software and hardware for international exchanges.
