Recently, Shijingshan District convened  the 2025 Plenary Meeting of the Foreign Affairs Committee of the CPC  Shijingshan District Committee. Chang Wei, Secretary of the CPC  Shijingshan District Committee and Director of the Foreign Affairs  Committee of the CPC Shijingshan District Committee, presided over the  meeting. Wan Long, Deputy Secretary of the CPC Shijingshan District  Committee, District Mayor, and Deputy Director of the Foreign Affairs  Committee of the CPC Shijingshan District Committee, and Zhang Lijun,  Deputy Secretary of the CPC Shijingshan District Committee and Deputy  Director of the Foreign Affairs Committee of the CPC Shijingshan  District Committee, were also in attendance.

Main  items on the agenda included studying the key principles of the 2025  plenary session of the Foreign Affairs Committee of the CPC Beijing  Municipal Committee (Hong Kong and Macao Affairs Leading Group of the  CPC Beijing Municipal Committee), as well as the Conference of the  Municipal Leading Group for Improving Beijing’s Role as the Center for  International Exchanges, and Beijing Municipal Conference on Foreign  Affairs and Hong Kong and Macao Affairs. The meeting also reviewed the  2024 work report and 2025 key priorities of the Shijingshan Foreign  Affairs Committee, along with the list of key tasks for the District  Leading Group in 2025.

The meeting  emphasized that 2025 marks the final year of the 14th Five-Year Plan and  is critical for paving the way for the upcoming 15th Five-Year Plan.  The district’s foreign affairs work hold strategic significance and  responsibility. It is essential to thoroughly implement the guiding  principles of the 20th CPC National Congress, as well as the second and  third plenary sessions of the 20th CPC Central Committee. The district  must resolutely adhere to the central government’s foreign affairs  policies, align its efforts with the broader framework of the Party’s  and the nation’s overall diplomatic strategy and Beijing’s diplomatic  endeavors. Furthermore, it is imperative to further  strengthen coordinated planning and concrete actions in this area, and  steadily advance the role of Beijing as the center for international  exchanges, thereby opening up a new chapter in the district’s foreign  affairs work.

The meeting  underscored the need to raise political awareness and  leverage high-standard foreign affairs work to support the district’s  high-level opening up and high-quality development. Efforts will be made  to facilitate international exchanges and cooperation with the  district’s unique resources, ensure the success of major international  events such as the China International Fair for Trade in Services  (CIFTIS) and the WTT China Smash, and accelerate the development of a  specialized convention and exhibition town. The district will build its  international communication capabilities and tell the Shijingshan story  to the world. Furthermore, it will deepen the multi-tiered framework for  international exchanges and expand its global circle of  friends. Inter-departmental coordination will be enhanced to support  investment promotion, improve the foreign-related service system, and  foster a business climate in keeping with international standards.

The  meeting highlighted the importance of proactive engagement and  dedicated efforts to support Beijing’s role as the center for  international exchanges. Efforts will be made to optimize the  international language environment, improve international  consumption spaces, and enhance the efficiency and accessibility of  departure tax refund services for overseas visitors.  Leveraging its unique status as the “Dual Olympic District”, the  district will host high-level international cultural and sports events,  striving to create new highlights for international exchanges along the  western extension of Chang’an Avenue.

The  meeting stressed the necessity to strengthen the Party’s leadership in  foreign affairs. The coordinating role of the Shijingshan Foreign  Affairs Committee should be fully utilized, with all departments working  closely to foster synergy. The district will proactively implement the  “Year of Conduct Improvement and Capacity Building” initiative,  enhancing professional training programs to develop a high-caliber,  professional team of foreign affairs personnel.
