After the Leading Group for improving Beijing's role as the center for international exchange held the fourth plenary meeting, responsible institutes of each working group promptly conveyed and implemented the guiding principles of the meeting, studied and laid out key tasks in their fields in this regard, and clarified priorities in the future through holding working group office meeting and enlarged meeting of the Party Leadership Group, organizing seminars and other formats.

Special Working Groups for Yiqi Lake International Conference Resort, The China National Convention Center Phase II and The Fourth Embassy Zone

We will strengthen the leading role of the plan, further implement the spatial layout of "One Core, Two Axes and Multiple Sections" to improve comprehensive carrying capacity. We will also actively promote the building of Yanqi Lake International Conference Resort to serve as a core zone where top international exchanges and full-process diplomatic events can be arranged and held at home. We will build the China National Convention Center Phase II into a large convention and exhibition complex which can not only meet the needs of convening conferences on diplomatic, state and government affairs but also serve as a venue for holding high-level international business conferences and exhibitions. We will accelerate the planning and construction of the fourth embassy zone and its surrounding areas to build a vibrant, fashionable, quality international neighborhood, turning it into the second Sanlitun.

We will keep the planning and construction of major projects for improving Beijing's role as the center for international exchanges on track, formulate and implement plans tailored to the situation of the Southern Central Axis. Each district will be guided to make full use of urban renewal to build a number of "small but delicate" venues with unique features for convening meetings of national affairs.

Special Working Group for International Organizations

We will launch a policy package of facilitation measures on attracting international organizations to cluster and settle in Beijing. We will also formulate and implement an international organization service management system and work plan, continuously strive to win pilot policies from the central government and give support to international organizations to settle in Beijing. We will continuously pay close attention to international organizations and professional institutes that meet Beijing's high-quality development needs in the fields including economy, science and technology and culture so as to further feed into and improve international organization databases.

Special Working Group for International Cultural Festival Events

We will organize a series of international cultural and tourism events including the 2021 World Conference on Tourism Cooperation and Development, World Tourism Cities Federation Beijing Fragrant Hills Tourism Summit, China-US Maker Competition to shape Beijing's image as the capital of a major country. We will also provide service support for the Beijing 2022 Winter Olympics and Paralympics, carefully organize the "City Cultural Square" program and each district will be guided to carry out Winter Olympics-themed city cultural activities. We will hold "Cultural Journey of Beijing Opera," "Art Salon for Diplomatic Envoys" and other events with support from Beijing Overseas Cultural Exchanges Center. We will officially put the China Cultural Center in Athens into operation.

We will advance the promotion of the city and reinforce its "Charming Beijing" image as an international travel destination city. We will also consolidate Beijing tourism global distribution partnership and organize promotional events such as "The Great Wall Hero."

Special Working Group for International Sports Events

We will study and formulate detailed rules for the implementation of the interim and ex-post regulation of sports events, and further improve the regulatory system for sports events from content, measures, methods, process and other aspects.

We will give full play to the foreign exchange platform role of CIFTIS (China International Fair for Trade in Services), and bring the World Winter Sports Expo and the integrated development of sports and culture into the sports service theme under the CIFTIS. 15 thematic forums will be held to attract more international enterprises and organizations to participate. We will keep on advancing the preparation work for the Beijing part of AFC Asian Cup China 2023, and continue to bid for the 2024 World Table Tennis Team Championships Finals.

We will fully support the Beijing 2022 Olympic and Paralympic Winter Games and actively cooperate with the Beijing Organising Committees of Olympic Games to conduct test events and to provide service support for the Winter Olympics and Paralympics. We will also actively promote the upgrade of the China Open, study and assess the feasibility of holding the Beijing Marathon in 2021.

Special Working Group for International Healthcare

Member institutions, district health commissions and pilot hospitals from the working groups are required to implement the Plan for Improving Beijing's Role as Center for International Exchanges during the 14th Five-Year Plan Period and conduct monitoring and evaluation of international medical services so as to create a Beijing model of international medical services.

We will build international hospitals with high quality and optimize the layout of international high-end medical service resources. We will also improve the supporting measures of international medical services, refine and complete pilot policies that will advance the development of international medical services. We will play an active role in introducing talent, insurance alignment, standardizing services and constructing international departments of hospitals to improve international medical service levels.

Special Working Group for International Education

We will strengthen the overall planning and the policy guidance, effectively structure the layout of the opening-up of capital's education during the "14th Five-Year Plan" period, and increase international education supply.

We will support high-level Chinese-foreign cooperative education activities and encourage universities to cooperate with overseas renowned counterparts in some weak, blank or urgently-needed disciplines and fields of study of the city and the country.

We will strengthen the situation judgment and overall guidance on studying and working in China in the post-pandemic period and actively foster a brand of studying in Beijing for foreign nationals. We will strive for early and pilot implementation of international education policies, vigorously promote high-quality development of international schools and serve the needs of international talent community building and talent introduction.
