《北京市国际交往语言环境建设条例》介绍

《北京市国际交往语言环境建设条例》，是全国首部针对国际交往语言环境建设领域的地方性法规。《条例》的主要内容包括公共服务领域外语便利化、规范外语标识和促进社会参与三部分。

The Regulations of Beijing Municipality on Improving Language Environment for International Exchanges is the first local regulations on improving international language environment. It covers three areas, i.e. foreign language facilitation in public services, standardization of foreign language signage, and public engagement.

《条例》的出台是为了从多个方面促进北京国际交往语言环境建设水平的提升，助推北京形成全方位、多层次、宽领域的对外开放新格局，更好地服务首都高水平开放、高质量发展。

The Regulations aim to improve Beijing's foreign language environment for international exchanges, facilitate all-round opening up and boost the city's quality development.

大型国际会展活动中的外语便利化服务

国际交往中心是北京“四个中心”城市战略定位之一。近年来，北京国际交往中心功能建设加速推进，在京成功举办了两届“一带一路”国际合作高峰论坛等10余场主场外交活动和2022北京冬奥会冬残奥会等重大国际体育赛事，服务国家总体外交的能力和水平显著提升。如何为在京频繁举办的大型国际会议、展览等活动做好外语便利化保障呢？

In recent years, Beijing has been strengthening its function as the country's center for international exchanges. As the center for international exchanges, Beijing has hosted more than 10 diplomatic events at home，such as the Belt and Road Forums for International Cooperation and the Olympic and Paralympic Winter Games Beijing 2022. By hosting such events, Beijing has considerably improved its capability to serve the country's overall diplomacy. Then, how shall we provide good language services to facilitate the hosting of such large-scale international events in Beijing?

《条例》第 10条规定，在本市举行的国家重大活动和政府主办的国际体育赛事、国际展会、国际博览会等活动期间，政府外事、精神文明建设、共青团等部门和团体按照国家和本市的统一安排，统筹协调外语服务等相关工作。

According to Article 10 of the Regulations, the Foreign Affairs Office of the People’s Government of Beijing Municipality, along with the Department for the Development of Culture and Ethics and Beijing Committee of Chinese Youth League and other relevant departments , should coordinate language services, among others, for major national events held in Beijing and international sports events, exhibitions, expositions and other activities sponsored by the People’s Government of Beijing Municipality.

8月31日至9月5日，2022年中国国际服务贸易交易会在国家会议中心和首钢园区举办。服贸会是中国扩大开放、深化合作、引领创新的重要平台，为促进全球服务业和服务贸易发展作出了积极贡献。

The 2022 China International Fair for Trade in Services (CIFTIS) was held at the National Convention Center and Shougang Park from August 31 to September 5. The CIFTIS is a crucial platform for China to expand opening-up, deepen cooperation and promote innovation, and it has contributed to the development of global services industry and services trade.

今天，我们就以服贸会为例，聊一聊在京举办的大型国际会议、展览中的外语便利化服务。

Today, let's take the CIFTIS as an example to have a chat on foreign language services for large-scale international conferences and exhibitions held in Beijing.

大型国际会议、展览活动现场的外语导向标识必不可少。据悉，作为服贸会主场的国家会议中心场馆内有约2700块中英文导视标识牌，为外籍参展商和参会人员提供指引。

Foreign language guide signs are indispensable for large-scale international conferences and exhibitions. It is said that there are about 2700 Chinese and English guide signs in the National Convention Center, the main venue of the CIFTIS, for participants.

活动前夕，相关部门循惯例会对场馆周边的外语标识进行重点核查，确保提供良好的国际交往语言环境。

Relevant departments checked foreign language signs around the venue in advance to ensure a good language environment.

服贸会双语微信公众号（左）、外语版网站（右）

作为服贸会对外发布会议展览信息的主要渠道，服贸会组委会设立了外语版网站和双语微信公众号，提供活动筹备情况、招展信息、注册和日程安排、成果发布等信息，以便参会外方人员及时、便捷地获取信息、参与活动。根据会议展览活动的重要性，活动主办方也会安排同声传译，便于现场参会人员及时了解发言内容。

Information on the preparation, registration, schedule and achievements has been made available on the bilingual website and official wechat account of the CIFTIS, so that foreigners can obtain information in a timely manner. Simultaneous interpretation has also been provided for important conferences.

为营造浓厚氛围，大型国际会展活动都会悬挂双语道旗。今年服贸会道旗口号是“服务合作促发展　绿色创新迎未来”。为确保准确传递活动信息，活动主办方提前组织中外专家对道旗涉及的英文译写进行审核把关。

Bilingual road flags are also necessary for large-scale international conferences and exhibitions. The theme of this year’s CIFTIS, as shown on the road flags, is Cooperate for Better Development，Innovate for a Greener Future. The English version of this slogan has been double-checked by language experts to ensure accuracy.

在服贸会活动现场，重点运行保障点位的服务人员也要求具备外语服务能力。刚刚闭幕的服贸会期间，共有约1700名志愿者参与其中，其中不乏来自北京高校外语专业的学生，他们为媒体、咨询等多个岗位提供外语服务。

Foreign language proficiency is also necessary for volunteers. 1700 volunteers have been recruited for the 2022 CIFTIS, and some of them are foreign language majors from universities in Beijing. They have provided foreign language services at posts such as media services and information desk.

上述这些语言服务看似细碎的幕后工作，但对于大型国际会议、展览活动的成功举办却不可或缺。当前，北京正加快提升城市国际化环境和服务水平。让我们以《条例》为依据，继续提升国际交往语言环境建设水平，更好地服务国际交往中心功能建设。

All the above-mentioned measures are meticulous but important for a successful international conference or exhibition. At present, Beijing is making efforts to improve the city's international environment and services. We should make sure that the Regulations' implementation will facilitate the city’s language services as well as the further development of the center for international exchanges.
