The Beijing Committee of the Communist Party of China and the Beijing Municipal Government recently approved a plan for strengthening the functional construction of an international exchange center during the 14th Five-Year Plan period. It is the first time a plan to turn Beijing into a center for international exchanges in part of a five year plan. 

近日，北京市委、市政府审议通过了《北京市“十四五”时期加强国际交往中心功能建设规划》，这是国际交往中心功能建设的第一个五年规划。 

The international exchange center is one of the strategic positioning of Beijing as “four centers”. The plan puts forward 31 key tasks in 7 categories to strengthen the functional construction of the international exchange center. Feng Jian, vice director with the Office of Foreign Affairs Committee of the CPC Beijing Municipal Committee. 

国际交往中心是北京“四个中心”城市战略定位之一。《规划》提出7个方面31项重点任务来加强国际交往中心功能建设。北京市政府外办党组成员、副主任冯剑介绍说： 

In terms of serving the country's overall diplomacy, Beijing will explore ways to establish a mechanism for ensuring all-round services for the Head-of-State diplomacy. It will improve anti-epidemic measures in major state events and promote more global governance activities and programs to land in the city. The city will formulate and implement a special action plan for creating an international language environment to welcome and serve the Beijing 2022 Winter Olympics. 

在服务国家总体外交方面，《规划》提出探索构建元首外交全方位服务保障机制。健全完善重大国事活动防疫工作方案。推动更多全球治理活动和项目在京落地。制定实施《北京市“迎冬奥 促提升”国际语言环境建设专项行动方案》，全力服务北京2022年冬奥会和冬残奥会。 

In terms of enhancing Beijing's comprehensive capacity for carrying out international exchange, the plan aims to further optimize the spatial layout of international exchange featuring "One Core, Two Axes and Multiple Areas". It will improve the functions of Beijing’s Yanqi Lake International Conference Resort, complete the second phase of the China National Convention Center and build the fourth embassy zone with high standards. Relying on the historic and cultural assets such as the Central Axis, the hutongs and traditional courtyards, Beijing aims to create a batch of "small and beautiful" authentic sites for diplomatic activities and foreign affairs. Feng Jian noted that Beijing will attract international high-end resources.  

在提升综合承载能力方面，《规划》提出持续优化“一核、两轴、多板块”空间格局，健全完善雁栖湖国际会都功能。建成国家会议中心二期。高标准建设第四使馆区，打造“第二个三里屯”。依托中轴线等历史文化遗迹，特色胡同街巷、传统四合院等历史文化街区，打造更多“小而美”“雅而秀”的外交外事活动场地。冯剑表示北京将吸引集聚全球高端资源要素。 

We will explore the establishment of a directory for attracting international organizations, and formulate measures to support the settlement of international organizations in the city. We will speed up the construction of the Sino-Japan Innovation Cooperation Demonstration Zone and the China-Germany International Cooperation Industrial Park. The city will continue to enhance the level of China International Fair for Trade in Services, Zhongguancun Forum and Financial Street Forum in internationalization, professionalism and marketization. 

探索建立国际组织招引目录，制定支持国际组织落户的若干措施。加快中日创新合作示范区、中德国际合作产业园建设。持续提升中国国际服务贸易交易会、中关村论坛、金融街论坛的国际化、专业化和市场化水平。 

The capital will focus on cooperating with key international sister cities and foreign capitals and strengthen the international anti-epidemic cooperation. Meanwhile, the city will optimize the international public service environment. 

突出与重点国际友好城市和国外首都城市的务实合作，深化国际抗疫合作。同时，还将优化国际服务环境。 

We will accelerate the establishment of international schools and implement supporting policies for international medical service and medical insurance. The city will set up “one-stop” international talent service centers, and launch projects such as the construction of international talent communities and the transformation of demonstration blocks. We will establish Beijing as a global consumption hub and promote the multilingual environment. 

《规划》提出在“三城一区”等国际人才密集地区加强国际学校建设。落实国际医疗服务医保配套政策。设立“一站式”国际人才服务中心，加快实施国际人才公寓建设、示范街区改造等项目。建设国际消费中心城市。推进北京国际语言环境建设立法工作。 

Beijing will strengthen its international communication capacity and actively build an international image as the capital of a big country. 

北京还将加强国际传播能力建设，积极塑造展现社会主义大国首都国际形象。 

We will design activities such as "Beijing Day", "Beijing Week", "Charming Beijing" and "Beijing Night", and strengthen the brands of international cultural festivals such as the Beijing International Film Festival, Beijing Music Festival and Beijing Design Week. We will utilize the venues of the Winter Olympic and bring in more high level international sporting events. The city will also hold activities including Diplomats Walk into Beijing, reception for diplomatic envoys in China, and themed interviews for foreign media journalists to broaden its international communication channels. 

精心打造“北京日”“北京周”“魅力北京”“北京之夜”，做强北京国际电影节、北京国际音乐节、北京国际设计周等国际文化节庆活动品牌。充分发挥“双奥之城”优势，加强冬奥场馆赛后利用，引进更多顶级国际体育赛事。办好“外交官走进北京”、驻华使节招待会、外国驻华记者新年招待会、外媒记者主题采访等活动，拓展国际传播渠道。 

In addition, Beijing will optimize the promotion of the international version of Health Kit and the vaccination of foreigners in the city. It will improve epidemic prevention plan for major foreign-related activities. 

此外，北京将优化推广国际版“健康宝”，做好在京外籍人士新冠疫苗接种工作。完善重大涉外活动防疫工作方案。
