《北京市国际交往语言环境建设条例》介绍

《北京市国际交往语言环境建设条例》，是全国首部针对国际交往语言环境建设领域的地方性法规。《条例》的主要内容包括公共服务领域外语便利化、规范外语标识和促进社会参与三部分。

The Regulations of Beijing Municipality on Improving Language Environment for International Exchanges is the first local regulations on improving international language environment. It covers three areas, i.e. foreign language facilitation in public services, standardization of foreign language signage, and public engagement.

《条例》的出台是为了从多个方面促进北京国际交往语言环境建设水平的提升，助推北京形成全方位、多层次、宽领域的对外开放新格局，更好地服务首都高水平开放、高质量发展。

The Regulations aim to improve Beijing's foreign language environment for international exchanges, facilitate all-round opening up and boost the city's quality development. 

面向海外人才的外语便利化服务

北京是全国政治、文化、国际交往和科技创新中心，创新创业资源得天独厚，并且牢固树立人才引领发展的战略地位，高度重视海外优秀人才引进，早在2008年就成立北京海外学人中心。

Beijing has been strategically positioned as the political center, cultural center, international exchanges center and innovation center of China. It has created a favorable environment for innovation and entrepreneurship. Taking talents as the foundation and primary productive force for development, Beijing has firmly established the strategy of talent-led development and set up Beijing Overseas Talents Center（BOTC） as early as 2008 to vigorously promote overseas talent recruitment.

该中心是首家省级海外人才专业服务机构，是北京市引进优秀海外人才的重要窗口和主要渠道。今天，我们就来聊一聊北京海外学人中心在服务海外人才中的外语便利化服务。

BOTC is the first dedicated provincial-level service organization for attracting overseas talents, and has been the main channel for Beijing to introduce overseas talents. Today, we will talk about the foreign language services the center provides for overseas talents.

北京海外学人中心在东城、西城、朝阳、海淀等14个区建立了市区两级24个受理窗口和站点。其中，外国人来华工作许可和居留许可“两证联办”窗口12个，为外籍人才“就近办、一窗办”提供了便利。

BOTC has established 24 service counters in 14 districts, including Dongcheng, Xicheng, Chaoyang and Haidian. Among them, 12 counters can issue Work Permits and Residence Permits for overseas talents.

为提升外籍人才服务质量，海外学人中心通过外语标识、外语服务设备、双语服务窗口、国际服务团队、网站和微信宣传等方式不断提升外语服务便利化水平，方便外籍人才到访和办理业务。

To provide quality services for overseas talents with no language barrier,BOTC has equipped itself with an international service team and set up bilingual service counters, foreign language signs , facilities, website and WeChat account.

例如，东城区、朝阳区等受理窗口和站点在入口处及沿途设置了醒目的中英双语的标识、指引牌、显示屏等，能够快捷引导外籍人才到达指定窗口办理业务，并印制双语《办事指南》、《办理流程图》等宣传手册，方便外籍人才阅读和取用。

For instance, the service centers in Dongcheng, Chaoyang and other districts have set up bilingual signs at their entrance and along the way, which can guide overseas talents to the right counters. They also provide bilingual brochures to facilitate the procedure.

东城区政务中心受理点设置双语取号条，详细告知当前等候人数、业务类型、温馨提示等信息。海淀区、经开区、朝阳区阳光上东服务站等窗口和站点配备翻译器和翻译机，可针对不同国家的申请人提供无障碍交流指导。

The service counter in Dongcheng District Government Affairs Center issues a bilingual notice for the waiting applicant. The notice has on it the serial number, service types and other tips for the applicant. The service counters in Haidian, Chaoyang and other districts are equipped with multilingual AI-assisted translation machines to create a barrier-free language environment.

在窗口人员队伍建设方面，海外学人中心选用了一批英文水平好、具有国际视野的工作人员，在业务办理和政策咨询等环节都可提供双语服务，提升了外籍人才的体验感和满意度。

To improve the experience and satisfaction of overseas talents, a team of staff with good English proficiency and an international vision has been recruited by the center to provide bilingual services in permit application and policy consultation.

北京海外学人中心官网（www.8610hr.cn）和微信公众号开设“外国人来华工作许可”“外籍人才服务”等多个双语模块，介绍外籍人才在京工作、生活的相关政策和服务事项，方便外籍人才及时了解相关信息，更好的在京工作生活。

A number of bilingual columns such as Work Permit for Foreigners and Service Directory for Foreign Talents in Beijing have been set up on the official website (www.8610hr.cn) and WeChat account of the center, to inform foreign talents of relevant policies and services.

我们将持续加强国际交往语言环境建设，以无障碍的语言环境热诚欢迎海外优秀人才来京创新创业、大展鸿图。

We will continue to improve the foreign language environment, and stay committed to creating a barrier-free language environment. By so doing, we sincerely invite overseas talents to come to Beijing and start their business.

BOTC staff: Well, first, your employer should log on the service system for foreigners working in China for registration. After registration, please log in and fill in the information as required, and then upload it online with application documents.

工作人员：用人单位登录外国人来华工作管理服务系统注册账号，登录账号后可填写申请信息并上传附件。

Applicant: OK. What information am I supposed to fill in?

申请人：需要填写哪些申请信息呢？

BOTC staff: You should provide the details of your passport and employment contract; your education background and previous employment.

工作人员：主要包括护照信息、合同信息、教育经历、工作经历等。

Applicant: I see. What supporting documents need to be uploaded online?

申请人：需要上传哪些附件呢？

BOTC staff: Here is the list. Let me see. You are required to upload your degree certificate, employment contract, proof of your previous employment, physical examination certification, passport or other international travel document, etc.

工作人员：这是需要提交文件的清单。您需要提交学位证、劳动合同、工作经验证明、体检证明、护照或国际旅行证件等材料。

Applicant: How long will it take to get my application processed after I submit it online?

申请人：网上提交申请后审核需要多长时间？

BOTC staff: Normally, it takes 3 working days to process the fully-documented application.

工作人员：网上提交后一般需要3个工作日审核。

Applicant: It’s fine. Is on-site processing mandatory?

申请人：然后还需要到现场办理吗？

BOTC staff: Yes. After you get the online pre-approval, please make an appointment in the system, and bring along your original application materials for on-site processing

工作人员：是的。审核通过后可在系统中预约时间和受理地点，之后携带材料原件到现场办理。

Applicant: I see. One more question, I would like to apply for a Residence Permit as well, what documents should I provide for the application?

申请人：明白了。我还想申请居留许可，这个应该怎么操作呢？

BOTC staff: You can apply to the local public security bureau’s Entry-Exit Administration for your Residence Permit. After your Work Permit is granted, you can submit your application documents as required.

工作人员：居留许可由公安机关的出入境管理部门办理。您在工作许可获批后，按公安机关要求提交相关材料即可。

Applicant: Thanks a lot.
