The Beijing Capital International Airport (BCIA) Economic Demonstration Zone has been focusing on aviation services since it was incorporated into the International Business Services Area of the China (Beijing) Pilot Free Trade Zone. Through innovation of institutions, it takes advantage of the development of the"two zones" to pursue high-quality economic development of the zone. It is reported that during the period from the approval of the "two zones" to December 2020, BCIA Economic Demonstration Zone saw 718 new companies registered, with the registered capital totaling about 6.9 billion yuan.
In the field of aviation services, the BCIA Economic Demonstration Zone has made progress in three institutional innovations. First, efforts have been made to build BCIA into a world-class aviation hub and upgrade it as a gateway to China. The overhaul of the west runway was completed at the end of October 2020, the east hub upgrade project has been submitted to the Civil Aviation Administration of China for approval, and the feasibility report on the west hub project has been completed. Second, the path is charted to improve the supervision of aviation supplies in bonded areas. Third, it has been exploring measures to facilitate the total component maintenance and subcontracting of such services of aircraft maintenance companies. Regulators are conducting in-depth surveys to find out companies' demand, improving the current implementation opinions, and upgrading consulting services to enterprises on applicable policies.
The BCIA Economic Demonstration Zone collected policy demands from leading aircraft maintenance companies such as Aircraft Maintenance & Engineering Corporation (Ameco), Thales, Eltra Services Beijing through forums, visits and surveys. The companies surveyed include maintenance services for general and civil aviation, foreign manufacturers of airborne equipment and maintenance companies of Chinese airlines. Services such as line maintenance, aircraft maintenance, engine maintenance and airborne equipment maintenance are required to adapt to the rapid development of e-commerce, express delivery and modern logistics, and satisfy the increasing demand for air passenger transport.
As of December 2020, there were 7,966 registered companies in the BCIA Economic Demonstration Zone, which paid 597 million yuan in taxes in November 2020. The BCIA Economic Demonstration Zone will give full play to its advantage as a hub for aviation enterprises. Focusing on the development of the "two zones," it will continue with institutional innovation, improve the mechanism and environment for opening-up, and promote integrated development of the airport, businesses and the city, making it an innovation-driven demonstration zone of airport economy.
